One of the main duties of the Council is interest supervision, used to promote decision-making for the benefit of Oulu region in both public and private sectors. In long run this is done by means of regional planning and coordination and management of long-term programmes. The everyday functions of the Council involve lobbying regional matters in national and international connections, monitoring and evaluating potential effects of new legislation, national budgets and other administrative measures affecting Oulu region.
The Council of Oulu Region plays an active part in the Regional Consultative Committee for Northern Finland together with the corresponding councils representing Kainuu, Central Ostrobothnia and Lapland. The purpose of this body is to safeguard the interests of Northern Finland, mainly in questions or regional policy, local authority finance, traffic and communications.
The Council also seeks to advance the spirit of regional unity and cultural identity that contribute to expression of regional will and lead to productive and successful working environment. All in all, supervising interests of the region is at some level present in all the work done in the Council of Oulu Region.
