The Paras Project initiated by the Council of State aims at restructuring local government and services in Finland. Oulu Regional Council plays a key role in the enforcement of municipal government and services restructure throughout the region. It coordinates municipalities´ services restructure work according to governmental policy definitions and holds on to the schedule set up in the Framework Act.
Managing role in regional Paras work is committed to coordination group appointed by the Board of the Regional Council. Coordination group leads assessment of the services, coordinates communication between regional actors and the Ministry of the Interior, analyzes and estimates best practices for the organisation and production of various services, evaluates division of duties and allocation of costs between the Central Government and Oulu region.
