On 13 May 2020, the third participatory workshop of the Northern Ostrobothnia Climate Roadmap \u2013 Solutions \u2013 brought together 60 stakeholders from different organisations and companies. A total of 210 people participated in the workshops. The result will represent a wide range of views on climate action in Northern Ostrobothnia. The work takes into account the programmes in force in the area, such as the Transport System Plan2040, the Regional Forest Programme and the Rural Programme. The work will continue in cooperation with the creation and structuring of more precise scenarios. No programme, strategy or roadmap will come alive unless there is evaluation and monitoring in addition to resources and responsibilities for its implementation. The Regional Development Act enshrines in the tasks of the regional Regional Assemblys a coordinating role and coordination of planning in cooperation with other planning in the region, for example in relation to combating climate change. The work is done in cooperation in cooperation with the stakeholders. As proposed in our Climate Vision: We all need it, it all matters! The final road map will be approved by the the Board of the Regional Regional Assembly at the end of the year.

The POPclimate project will create an operating model for the continuation of the road map.<\/em>

In the Solutions workshop, the county's climate action solutions were worked on in cooperation with regard to the key themes selected at this stage of the work. These are still in the draft phase. In the workshop, the discussion was active and challenged the participants in an appropriate way.

The starting point for the climate road map is the region's abundant natural resources and high expertise, as well as a region that is active in low-carbon activities and has the potential for even better. Nine of the thirty municipalities in the regions are involved in the Hinku network, and several have signed a municipal energy efficiency agreement (KETS). There are 20 municipalities in the Hinku network. % of the region's approximately 413 000 inhabitants and the City of Oulu's environmental programme covers 50 % residents.

The natural resources of Northern Ostrobothnia and their processing play an important role in the regional economy.

In February, the Finnish Environment Institute published figures based on the Hinku calculation (Alas model) for all Finnish municipalities.\u00a0 Total climate emissions in Northern Ostrobothnia amounted to 3.19 million CO2e in 2017. Agriculture was the main source of emissions (29 %), road transport (23 %) and district heating (14 %) and electricity consumption (total of heating and electricity consumption 11 %). These figures are updated annually.

In terms of climate emissions, long distances can be seen in traffic emissions. Our region benefits from the production of wind power, as it is counted as emission compensation, i.e. reduced from the total emissions. In 2017, wind power production in Northern Ostrobothnia amounted to 2106 GWh and in cooperation with an emission factor of 113, the compensation is 238 ktCO2e.

In ten years, greenhouse gas emissions in Northern Ostrobothnia have decreased by a quarter.

We are talking about total emissions. However, the calculation does not take into account industrial process emissions, emissions from the land use sector or domestic air traffic.

The emissions and removals data for the agriculture, land use, land use change and forest (LULUCF) sector for the Finnish greenhouse gas inventory are produced annually by the Natural Resources Institute Finland. Emissions and removals from the sector are reported in different land use categories and wood products. This calculation provides information on the carbon sequestration and storage of soil and forests, after which the carbon balance can be calculated.

At the beginning of 2018, EU member states and the Parliament adopted the LULUCF regulation on land use.

According to the regulation, each member state must ensure that the total calculated CO2 emissions of the land use sector for the periods 2021-2025 and 2026-2030 do not exceed the total national removals. The importance of the sector is highlighted.

Measures to reduce emissions from deforestation and increase afforestation sinks will be more important after 2020. Finland's national energy and climate strategy has also identified the need to curb deforestation and explore the possibilities of afforestation.

Hinku calculations also do not take into account industrial process emissions. Although the roadmap does not, of course, define the strategies of companies, it is worth recalling that companies have been working to reduce emissions for a long time and that new investments are made taking into account the environmental impacts to a large extent.

The circular economy creates new business for SMEs.

The European Green Deal<\/strong>, the European Green Deal, has a clear objective: in cooperation with the implementation of the programme, Europe will become the world's first carbon-neutral continent by 2050. This is no longer just a voluntary effort, as the Commission's proposal for a climate law also enshrines the 2050 zero target in the law.

The Green Deal includes a significant number of actions and recommendations, the first of which is the industrial strategy presented by the European Commission in the spring. It will help European industry to lead the global transition towards climate neutrality and digitalisation.

The European Green Deal knows not only regulation, but also resources.

It is important to note in the implementation that the industrial strategy also includes a specific SME strategy to support SMEs by:<\/strong>. After all, SMEs account for two thirds of jobs in the EU and generate half of Europe's GDP. 92 companies in Northern Ostrobothnia % are micro-enterprises employing fewer than 10 persons.

I interviewed Tuomo Pesola<\/strong>, who is the Head of Natural Resources Education at Oulu University of Applied Sciences and the Responsible Director of the Towards Carbon Neutral Cities and Regions CANEMURE project.

Pesola believes that the key themes are all important when it comes to achieving carbon neutrality and being Climate-smart. And on the other hand, the list covers well what we have the opportunity to Influencing here. He reminds us that the strategy is made for ourselves. That is, what is seen as important here must be taken into account and those actions must be implemented. A good strategy touches and engages people extensively. Our vision, which we are working on, says: \u00b4All actions are needed and all of us are needed\u00b4. The peculiarities and needs of Northern Ostrobothnia in climate work are strongly highlighted when defining measures for the key themes. For example, abundant natural resources are reflected in the measures. The use of natural resources faces many challenges from a climate perspective, but at the same time they have great potential in terms of emission reductions, carbon neutrality and the regional economy.

In Pesola's view, new ways of working are of course needed and should be developed in addition to those that already work. RDI activities depend on project funding, which the region has already been able to use quite well for projects that support climate work. One way to increase the effectiveness of project activities could be an even stronger and flexible allocation of funding to pilot projects and various bold experiments. Good, successful solutions create public confidence in the industry and serve as examples for other stakeholders. And this, of course, enhances further development.

In the climate theme, it could also be thought that in many of the key themes, concrete cooperation should involve not only companies and RDI organisations, but also municipalities and cities even better. The municipality of Ii is a good example of what can be achieved through large-scale cooperation when committed to it and done in a goal-oriented manner. Pesola hopes that in cooperation with the help of this roadmap work and the CANEMURE project, municipalities will be able to become practical fstakeholders alongside companies and RDI organisations.
