This foresight work is an essential part of completing the regional development plan and the strategic programme in every four years.<\/p>\n\n\n\n<p>The foresight includes monitoring of trends in industries, wellness, population and education. With collected data and signals, the foresight helps to find new openings in regional development. Council\u00b4s special responsibility is education foresight, which consists of quantity and allocation of degree places and also lobbying. Council combines report of most important clusters issued 2 times per year.
