The 13th round of applications for Structural Fund projects of the Regional Assembly of Oulu Region is open from 1 September to 30 October 2026<\/strong><\/h4>\n\n\n\n

The Regional Assembly of Oulu Region is applying for project funding from the EU's Regional and Structural Policy Programme Renewing and Skilled Finland 2021-2027. The Regional Assembly of Oulu Region finances European European European Regional Development Fund (ERDF) (ERDF) (ERDF) measures.<\/p>\n\n\n\n

In this call for applications, ERDF applications will be accepted for Priority Axis 2 Carbon-neutral Finland under Specific Objective 2.1 Promoting energy efficiency measures and reducing greenhouse gas emissions.<\/p>\n\n\n\n

<\/p>\n\n\n\n

Municipalities as agents of the green transition<\/p>\n\n\n\n

In particular, the call aims at municipality-based projects that develop and pilot local solutions and operating models to improve energy efficiency and reduce greenhouse gas emissions. In projects, a municipality, a community of municipalities or a region made up of several municipalities can act as a development and experimental environment for the green transition and bring together companies, residents, research and education organisations and other stakeholders in the region.<\/p>\n\n\n\n

The call encourages the development and implementation of new practices, technologies and solutions that improve energy efficiency or slow down climate change, as well as the increase of related know-how in municipal organisations.<\/p>\n\n\n\n

The call focuses on projects that look at the municipality or its local community as a whole as part of the green transition, rather than individual measures. At the same time, the sharing of know-how, good practices and operating models between municipalities and other stakeholders is promoted.<\/p>\n\n\n\n

The projects can strengthen municipalities' competence and capacity to act in promoting the green transition, for example by developing operating models for energy efficiency and emissions assessment, sustainable public procurement practices, and by strengthening municipalities' climate and energy efficiency work. The aim is to improve, for example, the capacity of municipalities to utilise comparable emission data and to assess the emission reduction potential, costs and benefits of different measures to support decision-making.<\/p>\n\n\n\n

Concrete development and piloting measures and a clear description of the results to be achieved are requested from the projects. Projects can also carry out various studies to support municipalities\u2019 capacity to contribute to the green transition.<\/p>\n\n\n\n

Before preparing your application, you should read more about the Renewable and Skilled Finland 2021-2027 programme document and the content of the above-mentioned specific objective.<\/p>\n\n\n\n

The Regional Assembly of Oulu Region's ERDF project selection emphasises the promotion of development targets in accordance in cooperation with the regional programme for Northern Ostrobothnia 2026-2029 and the regional implementation plan for security of supply and comprehensive security. In addition, the assessment of applications under priority axis two focuses on their suitability as a project under the Northern Ostrobothnia Climate Roadmap 2021-2030.<\/p>\n\n\n\n

A maximum of EUR 500,000 is planned to be used to finance projects that have arrived in the application round. The maximum amount of aid per applicant (EU+State) to be granted under this call for applications shall not exceed EUR 85.000.<\/p>\n\n\n\n

The maximum amount of funding requested (ERDF and State) is 80 % the total cost of the development project.<\/p>\n\n\n\n

Applicants may be municipalities, research and training organisations, business development organisations, publicly owned technology and competence centres, other public entities and Regional Regional Assemblys. The Regional Assembly of Oulu Region does not grant funding to an individual company for the development of its own business.<\/p>\n\n\n\n

Grants granted by the Regional Regional Assembly are applied for through the EURA2021 system. The application period opens on 1 September 2026 and ends on 30 October 2026.<\/p>\n\n\n\n

The project implementation period shall not exceed 31 December 2028. It is recommended that the project start date is no earlier than 1.2.2027.<\/p>\n\n\n\n

The 12th round of applications for Structural Fund projects of the Regional Assembly of Oulu Region is open from 4 May to 30 September 2026<\/strong><\/p>\n\n\n\n

Funding to be applied for in the Regional Assembly of Oulu Region on the EU's Regional and Structural Policy Programme for a Renewable and Skilled Finland 2021-2027<\/a>. In the context of the upcoming call for applications, the Regional Assembly of Oulu Region will receive ERDF applications for Priority Axis 1 \u2018Innovative Finland\u2019 under Specific Objective 1.1 \u2018Improving research and innovation capacities and the deployment of advanced technologies\u2019 and for Priority 2 \u2018Carbon-neutral Finland\u2019 under Specific Objective 2.3 \u2018Fostering the transition to a circular economy\u2019 and for Priority 3 \u2018Accessible Finland\u2019 under Specific Objective 3.1 \u2018Developing regional and local accessibility\u2019.<\/p>\n\n\n\n

Before preparing your application, you should read more about the Renewable and Skilled Finland 2021-2027 programme document and the contents of the above-mentioned specific objectives. Projects financed under Specific Objective 1.1 must also: the Northern Ostrobothnia Smart Specialisation Strategy 2021-2027 <\/a>in accordance in cooperation with<\/p>\n\n\n\n

The Regional Assembly of Oulu Region's ERDF project selection focuses on: the Northern Ostrobothnia Regional Programme 2026-2029<\/a> the region the Implementation Plan for Security of Supply and Comprehensive Security<\/a> promotion of development targets. In addition, the assessment of applications under Axis 2 focuses on their suitability for: Climate Road Map of Northern Ostrobothnia 2021-2030 <\/a>as a project.<\/p>\n\n\n\n

A maximum amount of EUR 2.820.000 is planned to be used to finance the projects received in the application round. EUR 1.660.000 will be allocated to Specific Objective 1.1, EUR 2.3 370.000 to Specific Objective and EUR 3.1 790.000 to Specific Objective.<\/p>\n\n\n\n

The maximum amount of funding requested (ERDF and State) is 70.% the total cost of the development project, up to a maximum of 70% the total cost of the investment project.<\/p>\n\n\n\n

Applicants may be research and training organisations, business development organisations, publicly owned technology and competence centres, municipalities and other public entities and Regional Regional Assemblys. The Regional Assembly of Oulu Region does not grant funding to an individual company for the development of its own business.<\/p>\n\n\n\n

The project implementation period shall not exceed 31.8.2029. The starting date of the project is recommended to be 1 January 2027 at the earliest.<\/p>\n\n\n\n

Grants granted by the Regional Regional Assembly are applied for EURA2021<\/a> through. The application period opens on 4 May 2026 and ends <\/a>30.9.2026. <\/a>Applications will be accepted for processing s<\/a>after being scorned. The evaluation of applications takes approximately 3 months.<\/p>\n\n\n\n
