The working group was organised at its first meeting on 27 November 2012, when expert representatives of municipalities were also appointed. Municipal land use experts who worked in the working group during the period 2013-2016 have been asked to continue in their duties also in 2018-2020 (settlement decision MKH 11.12.2017 \u00a7 242 and designation decision 22.1.2018 \u00a7 14). The officeholders and officers of the Regional Council act as rapporteurs, secretaries and chairs of matters in the Advisory Board. The Regional Council of Northern Ostrobothnia sends invitations to meetings to both the ordinary members and deputy members.<\/p>\n\n\n\n
The county is extensive and consists of very different areas, so the purpose of the activities is also to promote cooperation and interaction between the member municipalities. The Advisory Board meets a few times a year to discuss and discuss the progress of the regional planning and key topics at different stages of the planning process, as well as to discuss topical themes and topics throughout the region. Separate negotiations with municipalities, authorities and other actors are arranged, if necessary, to resolve individual planning issues.<\/p>\n\n\n\n
Provisions on the Finnish land use planning system, communication on interaction and land use planning, and on the planning of the province are laid down in the Land Use and Building Act and Decree (MRL and MRA). The regional plans for Northern Ostrobothnia have been drawn up on the basis of phased regional planning, in which case the planning area is the entire region, and the review concerns the themes defined at the beginning of the planning process. The Land Use and Building Act also makes it possible to draw up a regional plan by sub-area, in which case, according to the Act, a separate body must be set up for the members proposed by the municipalities in the planning area. The Regional Planning Advisory Board of Northern Ostrobothnia is not such a steering group of the plan as referred to in the Act, but acts as an expert and negotiating body for the preparation of the plan and its impact assessment from the point of view of the member municipalities.<\/p>\n\n\n\n
The actual decisions and policies guiding the regional planning are always made by the regional government and the regional council. According to the Administrative Regulation of the Regional Council of Northern Ostrobothnia, regional planning is guided by the regional government, which decides on the initiation of the plan and on the responses to the statements, opinions and reminders received during the drafting process. The county plan is approved by the highest decision-making body of the county, i.e. the county council. The regional plan has significant effects on the planning of municipalities and other arrangements for the use of the areas, as well as on the activities of the authorities. The regional plan is drawn up in cooperation with the parties concerned in order to involve the widest possible expertise, influence and commitment to promoting jointly agreed objectives.<\/p>\n\n\n\n
