The JTF and the Northern Ostrobothnia Just Transition Plan have been approved by the European Commission in December 2022 and its implementation started in April 2023. The programme amendment for 2026 added Axis 8, Finland promoting dual-use production, Specific Objective 8.1, Strengthening industrial capacity supporting defence industry and dual-use, and Axis 9, Finland building security, Specific Objective 9.1, Development of dual-use transport infrastructure promoting military mobility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme includes the European Regional Development Fund (ERDF), the European Social Fund (ESF+) and the Just Transition Fund (JTF).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Regional Council of Northern Ostrobothnia has taken the first funding decisions for ERDF projects in June 2023, when the implementation of the projects started fully. The implementation of some functionalities of the EURA2021 system has been delayed. It is estimated that the remaining key functionalities of the system will be ready for use during autumn 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The preparation of amendments to group projects has been possible under the EURA2021 system since 12 August 2024. In the future, all applications for amendment must be submitted through the EURA system. For free-form amendment applications received before 12 August 2024, the financier will provide more detailed project-specific instructions on the applicant's necessary follow-up measures related to the implementation of the amendment decision.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Programme content and funding <\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">In accordance with the Government's decision, North Ostrobothnia will receive a total of \u20ac356.4 million in granting powers during the programming period 2021-2027. \u20ac. This amount is broken down by fund as follows: European Regional Development Fund (ERDF) 155.7 million \u20ac, European Social Fund (ESF+) \u20ac84.2 million \u20ac119.4 million for the Just Transition Fund (JTF) \u20ac. Of ERDF funding 35 % must be used for climate action. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The implementation of the programme started in spring 2022. Funding is granted by the Regional Councils, the Centres for Economic Development, Transport and the Environment and the Finnish Food Authority. All application notices in the programme can be read <a href=\"https:\/\/eura2021.fi\/hakuilmoitukset\">EURA2021 website<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ERDF funding will focus on business subsidies for SMEs, innovation projects promoting the business life of public actors, digitalisation, climate action such as the promotion of renewable energy, energy efficiency, climate adaptation and the circular economy, as well as small-scale transport infrastructure projects supporting the business life. ESF+ funding supports employment, skills, the development of working life, inclusion and equality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pohjois-pohjanmaa.fi\/en\/tietoa-maakunnasta\/aineistot\/uudistuva-ja-osaava-suomi-2021-2027-informaatiotilaisuudet\/\">Link to information materials presenting the contents of ERDF, ESF and JTF funding<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">JTF funding will be allocated to actions under the Just Transition Plan for Northern Ostrobothnia. The purpose of the fund is to mitigate the negative regional and socio-economic effects of reducing the use of peat for energy. Actions supported by the JTF shall support economic diversification and job creation. Funding will be allocated in a similar way to ERDF funding, e.g. for SME subsidies and innovation projects promoting the business life of public actors, as well as ESF+ funding in a similar way for skills development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme has seven priority axes:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Innovative Finland (ERDF):<\/strong> The aim is to promote the business- and working-life-driven research and innovation capacity of regions and businesses and the uptake of new technologies. The funding will boost the growth and competitiveness of SMEs. In addition, the aim is to capitalise on digitalisation for the benefit of citizens, businesses and public administrations.<\/li>\n\n\n\n<li><strong>Carbon-neutral Finland (ERDF):<\/strong> The aim is to promote energy efficiency and the circular economy, as well as to reduce greenhouse gas emissions. Funding will also be allocated to actions to prepare for climate change.<\/li>\n\n\n\n<li><strong>More accessible Finland (ERDF):<\/strong> The aim is to support SMEs in Eastern and Northern Finland by developing local road transport infrastructure through separate funding for sparsely populated areas.<\/li>\n\n\n\n<li><strong>An employable, skilled and inclusive Finland (ESF+):<\/strong> The aim is to support employment, skills, the development of working life, continuous learning and flexible training paths.<\/li>\n\n\n\n<li><strong>Finland for Social Innovation (ESF+):<\/strong> The aim is to support the life situation and coping of children and young people who are clients of child welfare services and especially those placed outside the home.<\/li>\n\n\n\n<li><strong>Finland addressing material deprivation (ESF+):<\/strong> The aim is to help disadvantaged people by providing support for the purchase of food and basic material assistance. At the same time, efforts are being made to provide other services to improve the situation of beneficiaries.<\/li>\n\n\n\n<li><strong>Just Transition Finland (JTF)<\/strong>: Actions supported by the JTF shall support economic diversification and job creation, as well as the restoration of peat production areas.
