Renewal of the regional plan adopted in 2005<\/h2>\n\n\n\n

The provincial plan for Northern Ostrobothnia was approved on 11 June 2003, confirmed by the Ministry of the Environment on 17 February 2005 and decided by the Supreme Administrative Court on 25 August 2006. The renewal began in September 2010, when the provincial government decided to initiate the planning process. The regional land use plans were drawn up on the basis of national land use targets (VAT, 1 March 2009 - 31 March 2018), which were approved by the Provincial Government in October 2011. It was considered necessary to revise and supplement the plan in order to implement, among other things, the already implemented and pending legislative amendments, the revised national land use targets, the new provincial plan and the Union's other strategies. The revised national land use targets entered into force on 1 April 2018 (ND 14.12.2018).<\/a><\/p>\n\n\n\n

The renewal of the regional plan deals comprehensively with the use of the entire region on the basis of phased planning. Each of the three phase county plans has its own website, which can be accessed from the right margin of this page. The cross-cutting theme of renewing the regional plan and replenishing and updating reservations is climate and energy. The emphasis is based on the national and provincial climate and energy strategy and national land use targets. A key area-use issue for climate change management is energy, which includes general spatial management of both energy production and consumption: energy production areas (onshore and offshore wind, peat, bioenergy production), energy transmission connections, and an energy-efficient regional and municipal structure. In addition, the regional plan will be updated with regard to other necessary area use solutions. The renewal of the regional plan will proceed in three phases within the framework of the overall programme, in accordance with the urgency of the plan updates and the degree of completion of the studies. The total regional plan is revoked for the themes and replacement entries discussed in the phase plan whenever the phase plan becomes legally valid.<\/p>\n\n\n\n

The reversing regional plan for Northern Ostrobothnia is a so-called total regional plan covering the whole region and all land use issues. The regional plan shows the principles of regional use and urban structure in Northern Ostrobothnia, as well as the regional reservations that are necessary for the development of the region. The plan shows the regional structure of the province, the development zones of urban and rural areas, the attractiveness areas of tourism, the development of the transport network and logistics areas, wind power areas, nature multipurpose areas, recreational routes, nature reserves and the values of the cultural environment. The plan was approved by the provincial council on 11 June 2003. It was confirmed by the Ministry of the Environment on 17 February 2005 and the plan has become final by decision of the Korkein hallinto-oikeus (Supreme Administrative Court) of 25 August 2006.<\/p>\n\n\n\n
