Regional Development

The regional development team at the Council of Oulu region aims to enhance the prosperity of the region. It implements the regional programme through collaboration with key partners and allocates EU and national funding to regional development projects.

Current focus areas in regional development are:

  • smart specialisation
  • RDI environments
  • digitalization
  • interregional and international collaboration

The Council of Oulu region is a mediating authority for two EU funding instruments, administered by the regional development team:

Europe Regional Development Fund (ERDF) funding from the Sustainable Growth and Work 2014-2020 - Structural Funds Programme of Finland supports regional research and innovation hubs, which enable SMEs to introduce new products to market and create jobs.  Projects, which promote a low-carbon economy and sustainable development are a priority.

Karelia Cross-border cooperation (CBC) Joint Operational Programme aims to enhance the practical cooperation between the Finnish and Russian regions. The Programme complements regional development programmes with its specific cross-border nature and contributes to the European level strategic and thematic objectives defined for cross-border cooperation under the European Neighborhood Policy.
