Culture makers and subscribers meet at the Cultural Bank
The Cultural Bank brings together art and culture makers and the services they provide on a single online platform. They are easy to find and can be ordered by everyone.
If you are a professional artist and cultural worker, you can create your own profile and add your services to the Cultural Bank.
If you are looking for content for your municipality, community or company, events, seminars, school workshops or even a nursing home, you can browse the service offering, register as a subscriber and place orders. The service is free of charge for both parties.
The Cultural Bank was launched in October 2025 and the content is gradually accruing and diversifying.
In Northern Ostrobothnia, the service is provided by the Regional Council of Northern Ostrobothnia and the City of Oulu.

In 2026, Oulu will be the European Capital of Culture and the whole of Northern Ostrobothnia will celebrate the superyear of culture.
One way to participate and do cultural and climate change is to order art and artists' services for the needs of your organisation, community or even your own family.

You can ask the Cultural Bank for a presentation for your organisation and your customers. This way, together we can spread information about the service and inspire new authors and subscribers to join in.

Project facts
The first phase of the expansion of the Bank of Culture will be implemented with funding from the Ministry of Education and Culture. The project implements the task defined in Section 3 of the Act on Cultural Activities for municipalities, i.e. it creates conditions for professional artistic work and activities. It also increases artists' competence in the productisation of services, openness of procurement and equality of artists in job offers, procurement cooperation between municipalities, welfare regions and other buyers, and strengthens the accessibility and versatile use of culture.
Name of the project: Promoting the employment of artists and cultural workers through the Culture Bank online service.
Principal implementer: City of Tampere.
Project partners: City of Espoo (responsible for the Uusimaa region in cooperation with the Regional Council of Helsinki, Vantaa and Uusimaa), City of Turku and Regional Council of Southwest Finland, City of Lappeenranta and Regional Council of South Karelia, City of Kuopio and Regional Council of North Savo, Regional Council of Ostrobothnia, Regional Council of North Karelia and City of Joensuu, City of Mikkeli and Regional Council of South Savo, City of Oulu and Regional Council of North Ostrobothnia.
Execution period: From 1 August 2024 to 30 October 2025. Operations will continue after the project period with other funding.
