The TE2024 project in Northern Ostrobothnia supports municipalities in the transition of TE services from the state to municipalities
The TE services provided by the state are to be transferred to the responsibility for organising services by municipalities as of 1 January 2025. The change concerns the TE Office and some of the ELY Centre's services. The aim of the TE2024 project in Northern Ostrobothnia is to produce and provide the municipalities of Northern Ostrobothnia in cooperation in cooperation with information on the reform of TE services and to support the organisation of the reform and the preparation of municipalities for the change.
The aim of the reform is to create a service structure that promotes the rapid employment of jobseekers in the best possible way and increases the productivity, availability, effectiveness and versatility of employment and business services together in cooperation in cooperation with municipal vitality services. When employment, education and business services are the responsibility of the same organiser, the services support the goal of faster employment.
The project produces information to support the formation of employment areas, information on funding and the effects of the reform on the municipal economy. As a third area, the project supports municipalities in the planning and organisation of services. The project's activities support the joint preparation of municipalities for the reform. In addition, the project supports cooperation in cooperation in cooperation with municipalities and TE Services in relation to the reform. The project activities also take into account the development of cooperation in cooperation in cooperation with the Wellbeing Services County of Northern Ostrobothnia (Pohde) in different service interfaces.
Mapping the current situation and developing scenarios in cooperation in cooperation with the aim of:
The project will prepare a municipality-specific mapping of the current situation regarding, for example, the funding, services and personnel used in employment services, taking into account the transition of people working in employment services to the service of the wellbeing services county. Linking business service packages, where applicable, to the municipalities' new service production model also plays a key role.
The project will prepare alternative reviews/scenarios on the options for employment areas in Northern Ostrobothnia, including a future outlook of different options, taking into account, among other things, the development of population and labour force.
The project produces economic analyses supporting municipal budgeting on the effects of the TE2024 reform and prepares a review of the reform of integration services and structures using scenario models. The project produces and provides municipalities, senior municipal officials and elected officials as well as key stakeholders in employment and economic development services in cooperation in cooperation with the necessary information and support to prepare for the reform.
The working methods used are service procurement and thematic cooperation forums, which deal in cooperation in cooperation with different aspects of the reform, such as finances, personnel, services and competence.
