Foresight in the Regional Council of Northern Ostrobothnia
The Regional Council of Northern Ostrobothnia is responsible for the region's statutory medium- and long-term foresight. This foresight work materialises in the completion of the four-yearly regional plan and programme, as well as in the periodical anticipation of the need for training. Provincial foresight work is also an important part of the preparation of the regional plan.
Foresight is a continuous and participatory process. Through foresight, new openings are sought and the knowledge base for decision-making is improved. New tools are constantly being sought and developed to support regional foresight work.
The regional foresight network coordinated by the Regional Council of Northern Ostrobothnia includes the regional education providers, regional development organisations, municipal development companies and numerous other parties interested in foresight work. A key part of provincial foresight activities is the cooperation group for education and research.

Cooperation Group is an advocacy forum for education, research and stakeholders. Its mission is to influence the networks of the Regional Council of Northern Ostrobothnia, the region and the nation as a developer of attractive competence and vitality through foresight and strategy work, cooperation between education providers and research, promotion of entrepreneurial competence and related statements.
The Regional Council of Northern Ostrobothnia is involved in the national processes for anticipating training needs and brings its own views to these processes, as well as highlighting themes and perspectives that are important for the region.
