Description of public access to documents

According to the Act on the Openness of Government Activities (621/1999), everyone has the right to be informed of a public document issued by an authority. In order to facilitate requests for information on documents, each information management unit shall maintain an up-to-date description of the public access to documents indicating the types of data repositories/datasets it holds.

The description of public access to documents provides an overview of the information management of the information management unit, and it is also used to explain the extent to which the authority processes data in its case handling.

How to make a request for information

You can submit a request for information to the Regional Council of Northern Ostrobothnia in accordance with the Openness Act. All official documents are public, in accordance with the principle of public access, unless the information contained therein is required by law to be kept secret. In order to identify your request for information, please use the information provided in this public access document description, if necessary.

  1. Identify your request well enough so that we can find out which document(s) your request concerns. The search factors may be a matter, a case number, a date or the name of a project, a company, a community or a person.
  2. If necessary, we will assist you in identifying your request for information, or we will ask you to clarify your request for information.
  3. If the request for information concerns a public document, the request for information does not need to be justified and the person requesting the information does not need to explain what the information is used for.
  4. If the information or documents you have requested are included in the personal data file (containing personal data), you may need to indicate the purpose of use of the data and your identity.


Requests for information can be sent by the Regional Council of Northern Ostrobothnia the Registry, from where they are delivered in the organisation to the right party. Requests for information sent by letter should be sent to the Regional Council of Northern Ostrobothnia, Poratie 5 A, 90140 Oulu. You can contact us by phone on weekdays from 9 a.m. to 3 p.m. by calling +358 40 685 4000. The requested information may be provided electronically, on paper or may be visited on the spot.

Processing a request for information

Your request for information will be processed without delay. In particular, we will try to resolve ordinary and public requests for information as soon as we have all the information necessary to process the case. You can speed up the processing of your case by responding to any requests for additional information we may have. The processing time provided for in the Act on the Openness of Government Activities is two weeks for ordinary requests for information, and four weeks for requests requiring special measures.

  1. The Regional Council of Northern Ostrobothnia may ask you to specify your request for information so that we can find out which documents your request concerns. Similarly, we may ask you to verify your identity or any other information necessary for the fulfilment of the grounds for disclosure if your request concerns documents other than fully public documents.
  2. As a rule, the documents you have requested will be disclosed in the manner you have requested. Depending on the method of handing over the documents, a separate fee may be charged, which will be told to you before handing over the documents. The electronic transmission of electronic documents shall never be subject to a fee.
  3. If our response to your request is in part or in full negative, you have the right to receive an appealable decision on the negative decision.


A negative decision on a request for information may be appealed to the Administrative Court in accordance with the instructions on appeal.
