In mainland Finland, one national Structural Fund programme was implemented in the 2014-2020 programming period, which included measures under both the European Social Fund (ESF) and the European Regional Development Fund (ERDF).
The Structural Funds programme had seven priority axes to support the competitiveness and employment of SMEs in particular. The cross-cutting theme was the promotion of a low-carbon economy. The Structural Funds programme delivered on the objectives of the Europe 2020 strategy. The REACT-EU programme amendment adopted in 2021 and the related additional funding supported the regions in repairing the damage caused by the COVID-19 crisis. At the same time, the funds paved the way for a green, digital and resilient recovery of the economy.

25% of ERDF funding was to support a low-carbon economy.
The regional plan for Eastern and Northern Finland was a supplement to the national programme for Sustainable Growth and Jobs 2014-2020, which specified the implementation of the programme in Eastern and Northern Finland. The regional plan highlighted the regional specificities of Eastern and Northern Finland and the emphasis on programme implementation. The area-based implementation in the region was based on the provincial programme, and it was specified in the implementation plan of the provincial programme. The activities supported by the Regional Plan for Eastern and Northern Finland are consistent with the national programming document.
