Provincial plan is a long-term strategic plan that must be taken into account when drawing up the provincial plan and provincial programme. All other provincial development plans are derivatives of these. There is a clear path from the visions and goals of the provincial plan to the objectives and measures of the provincial programme, as well as to the development of the use of areas and further to the measures and projects of the implementation plan.
Regional programme shall be drawn up by the end of each year following the beginning of the term of office of the Board of Governors and shall cover the four years following the second year. The provincial programme brings together and coordinates all the programmes implemented in each region. At the same time, the provincial programme implements the long-term provincial plan.
The provincial programme contains a description of the current state and development opportunities of the region and its parts, this part also includes an assessment of the effectiveness of the programmes implemented in the region, the objectives of the development of the region, measures for the development of the region, including also projects essential for the development, an assessment of the financing of the measures and key projects, the coordination of the special programmes and other programmes concerning the region, key figures for monitoring, and a description of the preparatory stages of the provincial programme and the parties involved in the preparation of the provincial programme.
The Regional Council is responsible for drawing up the provincial programme and it is drawn up in cooperation with key stakeholders in the region's development. In their own activities, the state authorities must take into account the provincial programme, promote its implementation and assess the impact of their measures on regional development.
