2027 performance agreement and regional financing plan
The secretariat of the Regional Cooperation Group took note of the revision of the Northern Finland Vitality Centre's performance agreement for 2027 and decided to refer the matter to the Regional Cooperation Group.
The Secretariat submitted the Regional Financing Plan 2027 to the Provincial Cooperation Group for approval. The North Ostrobothnia concessions under preparation amount to a total of EUR 24.898 million in EU and state funding: EUR 10.2 million from the ERDF, EUR 7.241 million from the ESF+ and EUR 7.457 million from the JTF. The approved financing plan will be submitted to the Ministry of Economic Affairs and Employment by 30 October 2026.
The Secretariat also took note of the state of play on the preparation of the new programming period 2028-2034.
Renewing and skilled Finland 2021-2027 programme search results and upcoming project calls
12th edition of the Regional Council of Northern Ostrobothnia, 4 May-30 September 2026. 78 applications were received for an ERDF project call. A total of around EUR 14 million was requested.
By 18.8.2026, 11 applications were received for the continuous JTF application related to the employment and competence of the Vitality Centre of Northern Finland. A total of EUR 2 147 206 was applied for.
By 15 September 2026, 37 applications for EUR 8 507 437 were received for the Northern Finland ESF+ project call (Specific Objective 4.2). In addition, 25 cross-regional applications were received for North Ostrobothnia, for a total of EUR 6 819 672.
By 21 September 2026, two applications for a grant of EUR 192 270 were received for an ERDF project application in the field of environment. In addition, six supra-regional applications were received, in which North Ostrobothnia is also the target area. A total of EUR 1 175 442 was requested.
Northern Finland's ESF+ application under specific objective 4.1 Paths to work are open until 9 November 2026 in Northern Ostrobothnia, Lapland and Kainuu. The call for applications for the development of safety nets for the future of young people under specific objective 5.1 will close on 30 October 2026. Applications received by 29 October 2026 will then be considered in the ongoing JTF call for applications related to employment and skills.
EU rural finance
By 30 September 2026, 52 applications were received for rural development project applications. A total of EUR 14.5 million was requested. The Secretariat also received an overview of the situation of rural businesses, as well as information on new EAFRD project data and projects supported by LEADER groups.
The secretariat of the provincial cooperation group supported four projects for funding
At its meeting, the secretariat of the provincial cooperation group discussed five projects. Four of them were in favour of funding. One project received a negative decision. Projects have been presented Minutes of the provincial cooperation group secretariat.

The next meeting of the provincial cooperation group secretariat will be held on 12 November 2026 at 9 a.m.
