The provincial government met on Tuesday 17 September in Oulu. On lobbying issues, Regional Director Jussi Rämet presented the state of preparation of the Northern Finland Programme and the meeting of the President of the Regional Government Jussi Ylitalo on 19 September.
Northern Ostrobothnia's energy and climate phase regional plan for viewing
The regional plan for the energy and climate phase of Northern Ostrobothnia has proceeded to the public consultation of the proposal phase. The proposal material will be available from 23 September to 24 October 2024. The members and participants of the municipalities in the plan area have the right to make a reminder of the plan proposal. The plan proposal and background studies are available at the Regional Council of Northern Ostrobothnia website and the union office. The proposal will be presented online on 3 October 2024. The experts who prepared the plan are available to meet and answer questions in three plan cafés: 30.9. In Haapavesi and 8.10. Pudasjärvi and Oulu.
The proposal phase of the regional plan for the energy and climate phase of Northern Ostrobothnia consists of the following documents: The participation and assessment plan, the phase-regional plan maps 1 A and 1 B, the entries and provisions of the phase-regional plan and the description of the phase-regional plan and its appendices. Municipal opinions are requested on the economic and operational plan of the Regional Council of Northern Ostrobothnia
The Provincial Government approved the 2025 budget and the draft economic and operational plan for 2025-2027 as a basis for further preparation. The members will be asked to give their opinions on the draft by 16 October 2024.
The 2025 budget totals EUR 5 312 056 in operational revenue, which represents a decrease of 9,7 % compared to the 2024 budget. Membership contributions have been increased by 1.9% compared to 2024. Operating costs amount to EUR 5 521 752, which represents a decrease of 9.4% compared to the previous year's budget. The decrease in the number of own production projects is reflected in the decrease in operating income and costs. The result for the financial year after depreciation is EUR -223,577. EUR 223 577 shall be credited from the Development Fund. The surplus/deficit for the financial year is EUR 0.
In brief
- The Provincial Government noted that the budget for the evaluation and audit was included in the draft budget of the Regional Council of Northern Ostrobothnia for 2025 and took note of the matter.
- The discussion on the transition strategy for the border regions of Eastern Finland was postponed to the next meeting.
- The Provincial Government took note of the state of play concerning the update of the Northern Ostrobothnia Transport System Plan. The updated transport system plan is expected to be finalised by the end of October 2024.
- It was decided that the post of customer service secretary, which had become vacant in the Regional Council of Northern Ostrobothnia, would be abolished. It is possible to transfer tasks to other personnel's job descriptions.
- The Regional Government decided that the office of the Regional Council of Northern Ostrobothnia will be open on weekdays from 9 a.m. to 3 p.m. as of 1 October 2024.
- The Provincial Government proposes to the Provincial Council that it declare Hanna Markkanen's membership of the Provincial Government terminated due to the loss of the right to stand as a candidate and elect a new member to the Provincial Government.
- The Provincial Government decided that the meeting days of the Provincial Government in the spring of 2025 will be 13 January, 10 February, 10 March, 7 April, 5 May and 9 June 2025. The meeting of the Regional Council of the Regional Council of Northern Ostrobothnia is planned to be held on Tuesday 27 May 2025.
