Economic and Action Plan 2025-2027 and Budget 2025 to be discussed by the Council
The provincial government decides to propose to the provincial council that it approves the economic and operational plan 2025-2027 and the budget 2025 of the Regional Council of Northern Ostrobothnia.
The 2025 budget totals EUR 5 472 374 in operational revenue, which represents a decrease of 7% compared to the 2024 budget. Operating costs amount to EUR 5 699 351, a decrease of 6.5% compared to the previous year's budget. The decrease in the number of own production projects is reflected in the decrease in operating income and costs. In addition, the access to technical support for the Karelia ENI CBC programme has expired at the end of September 2024.
Membership contributions have been increased by 1.9% compared to 2024.
The result for the financial year, after depreciation during the budget year, is EUR -240 858. EUR 240 858 shall be credited from the Development Fund. The surplus/deficit for the financial year is EUR 0.
Plenty of feedback on the regional plan for the energy and climate phase in Northern Ostrobothnia
A public consultation on the proposal for a regional plan for the energy and climate phase of Northern Ostrobothnia was held from 23 September to 24 October 2024. Almost 150 contributions from a total of 123 participants were received during the consultation period. Thirteen of the region's 30 municipalities submitted a reminder, one statement was received from the Regional Development Centre. Contributions from neighbouring regions were received from the Regional Council of Kainuu, Central Ostrobothnia and Lapland. In addition to the North Ostrobothnia ELY Centre, feedback was received from the South Ostrobothnia, Kainuu and Lapland ELY Centres. Six reminders were received from the authorities: Fingrid Oyj, Finnish Meteorological Institute, Natural Resources Institute Finland, Metsähallitus, Paliskunta Association and Northern Ostrobothnia Museum. 28 reminders were received from associations and communities, 55 opinions from individuals and companies, some in the form of joint statements. Reminders were received from 14 wind power operators. As regards the international consultation, feedback was received from eight Swedish sources: Trafikverket, Sjöfartsverket, Energimyndigheten, Sveriges meteorologiska och hydrologiska institut (SMHI), Sametingen/Sámediggi, Länstyrelsen Norrbotten, Haparanda and BirdLife Sverige.
Feedback from the public proposal phase was noted and the Regional Council of Northern Ostrobothnia's Regional Planning and Competence area was authorised to continue the preparatory work on the basis of the discussion. It is proposed that the regional council take note of the state of play concerning the regional plan for the energy and climate phase in Northern Ostrobothnia.
Preparation of the provincial programme for Northern Ostrobothnia 2026-2029 begins
The Provincial Government decided to initiate the preparation of the provincial programme for Northern Ostrobothnia 2026-2029. The work plan of the provincial programme was approved.
Regional councils prepare regional programmes for 2026-2029. The provincial programme includes development objectives based on the region's opportunities and needs, culture and other special features, and key measures to achieve them. The provincial programme for Northern Ostrobothnia 2026-2029 will be subject to approval by the provincial council in autumn 2025.
The external evaluation of the current provincial programme 2022-2025 will support and guide the preparation of the new provincial programme. The final evaluation report will be submitted at the end of November 2024.
Replacement of the President of the Provincial Government
Jussi Ylitalo, President of the Provincial Government, has applied for resignation from the chairmanship and membership of the Provincial Government. The Provincial Government proposes to the Provincial Council that it grant the resignation of Jussi Ylitalo from the chairmanship and membership of the Provincial Government, elect a new member to the Provincial Government and
elects a new chairperson for the provincial government.
Changes in the personnel of the regional cooperation group
- The Provincial Government appointed Timo Pisto as the representative of the Finnish Forest Centre to replace Eeva-Liisa Revo and Maria Isolahti as his personal deputy, at the same time Arto Sorri's deputy position ended.
- The Provincial Government granted Maarit Jutila resignation from the provincial cooperation group and appointed Annikki Sipilä as personal deputy member of Jarmo Vuolteenaho.
In brief
- The implementation of the Structural Funds programme of the Renewable and Skilled Finland 2021-2027 programme, the JTF and national funding were noted.
- After a vote, the Regional Government approved the update of the tourism strategy for Northern Ostrobothnia for 2024-2027 by 9 to 2 votes. Esa Aalto, a member of the regional government, gave a dissenting opinion on the decision.
- The provincial government proposes to the provincial council that it approves the values, mission, vision and strategic goals of the Regional Council of Northern Ostrobothnia's strategy 2025-2028.
- The Regional Government approved the communications plan of the Regional Council of Northern Ostrobothnia.
- On 12 December 2022, the provincial council approved a measure initiative entitled ‘In the next period, the possibility of restoring the natural life cycle of migratory fish in the provincial waters will be explored’. In line with the initiative explanation is graduated. The provincial government took note of the matter and proposes to the provincial council that it take note of the matter.
