Meeting press release of the the Board of the Regional Assembly

The Regional Council of Northern Ostrobothnia convened its last meeting of the year on Tuesday 17 December in Oulu.

At the beginning of the meeting, the Secretary-General of the Baltic Sea Commission, Lucille Ehrhart, presented the topical issues of the CPMR Baltic Sea Commission. In matters of lobbying, Regional Director Jussi Rämet told about the decision made by the Parliament on the deputy disbursement of funds for the Northern Ostrobothnia sites and the last meeting of the preparatory group for the Northern Finland Programme. The implementation of the programme will be based on existing funding. The work will be handed over to Prime Minister Orpo in January. The Provincial Director reported on the report by Arto Sulonen and Eero Laesterä, liquidators of the reform of the system of central government transfers, which includes the liquidators' model for a new system of central government transfers for basic municipal services. Toni Saranpää, Administrative Director, opened the draft amendments to procurement legislation. In particular, municipalities are concerned with the possibilities for the public sector to provide support services in in-house units, for which there is a market. Changes are also planned to the obligation to renew the tendering procedure once a single tender has been received.

Municipal Tiera service agreements to be terminated

The regional government decided to terminate the agreements between Tiera Municipality and the Regional Council of Northern Ostrobothnia: The framework agreement for ICT services, the service agreement for infrastructure services and the service agreement for mobile device management, will expire on 28 February 2026. The Regional Council of Northern Ostrobothnia has acquired information management services from Tiera since 1 March 2021. The information management of the joint municipal authority has been produced using a hybrid model, in which Tiera has produced some of the services and some of them have been produced as own production. The objective of the procurement has only been partially achieved. The implementation of information management services as hybrid production has not proven to be a cost-effective way of organising in a small joint municipal authority. In order to improve cost-efficiency, it is appropriate to review the production mode of information management as of March 2026, when the current framework contract and the ICT infrastructure contract expire.

The construction of the trap and the hunting of smolt traps in Livojoki in 2025 and 2026 will be put out to tender

The provincial government decided that the construction of Rysä and the catching of smolt traps in Livojoki in 2025 and 2026 will be started. The Lohi Iijoki 2 project, which is underway in the Regional Council of Northern Ostrobothnia, will evaluate the migration juvenile production of salmon and sea trout in Livojoki by means of traps covering the entire river and marking of migration juveniles by means of retrievals in 2025-2026. The individual data of the migratory chicks caught in traps is stored and marked with streamer characters for retrieval purposes. The construction of the trap and the catching of smolt traps are carried out as a purchasing service. The task includes the construction of a trap suitable for smolt fishing, the implementation of smolt fishing in Livojoki in May-July 2025 and 2026, fish labelling and catch reporting. The Natural Resources Institute Finland participates in the study concerning the planning of traps in Livojoki, the monitoring phase in Haapakoski and the reporting of the results of the study.

 Sari Nurro nominated for the Chair of the CPMR Baltic Sea Commission's Marine Working Group

Sari Nurro, member of the regional government, was nominated as the candidate for the chair of the Baltic Sea Commission's maritime working group for the Baltic Sea Commission by CPMR. The term of office shall be two years from 2025 to 2026. Nurro has been the chair of CPMR's Baltic Sea Commission's marine working group for two years. The chairs of the working groups can participate in the meetings of the Board of Directors of the Baltic Sea Commission with the right to speak and to be present, which gives a good place to influence the activities of the Baltic Sea Commission.

Changes in membership

  • Lauri Nikula was appointed to the Advisory Board for Climate Work in Northern Ostrobothnia as the representative of the regional government and chairman of the Advisory Board. Jussi Rämet, Regional Director, was appointed as a new member of the Advisory Board.
  • The Provincial Government approved Senja Kovaniemi's resignation from the North Ostrobothnia Region Cooperation Group and appointed Tuija Patana as a member of the North Ostrobothnia Region Cooperation Group.
