Planning for next year's economy and operations has begun
The Regional Council of Northern Ostrobothnia has launched economic and operational planning for 2026-2028. At the same time, further preparation of the strategy has continued, which will guide the planning of the economy and operations in 2026.
As part of the preparation of the 2026 budget and the Economic and Operational Plan 2026-2028, the Provincial Government held a brief discussion on the budget's financial framework and the priorities for the strategic goals for 2026. The budget and plan of the Regional Council of Northern Ostrobothnia for 2026-2028 will be discussed and approved at the meeting of the Provincial Government on 17 November 2025 and at the meeting of the Provincial Council on 8 December 2025.
The Federation prepares an opinion on the proposal for a new Act on the Use of Territories
The Provincial Government held an exchange of views on the draft Government proposal for a new Act on Territorial Use and authorised the Provincial Director to make a statement within the deadline. A declaratory matter has a significant impact on the statutory tasks of the Regional Council of Northern Ostrobothnia. The opinion will be prepared using the networks of the Regional Council of Northern Ostrobothnia and the networks between the Regional Councils. The new Land Use Act consists of provisions on national land use targets, land use planning and maritime spatial planning. The current Land Use Act would be amended by repealing the chapters on land use planning and other land use. At the same time, the title of the Act on the Use of Territories would be converted into an Act on the Implementation of Formulas. Compared to the current Act on the Use of Territories, the provisions would remain largely unchanged. The three-tier hierarchy of the spatial planning system adopted already in the Construction Act of 1958 and still followed in the Land Use and Building Act that entered into force in 2000 would be maintained. Municipalities would continue to play a key and decisive role in town and country planning. The provincial plan would be limited to matters of national or provincial significance only, and the legal effects of the provincial plan would also be limited.
