Regional Assembly meeting press release
The Regional Council of the Regional Council of Northern Ostrobothnia met in Oulu on Tuesday, 25 May. At the meeting, the provincial council approved the regional plan for the energy and climate phase and the financial statements and annual report of the Regional Council of Northern Ostrobothnia for 2024.
The meeting was the last of the four-year term of this provincial council. The new regional council will be elected on the basis of the results of the municipal elections in the Assembly of Members of the Regional Council of Northern Ostrobothnia, which will be held on 11 June in Oulu.
The regional plan for the energy and climate phase was approved
The provincial council approved the regional plan for the energy and climate phase of Northern Ostrobothnia, which was started in autumn 2021. The phase county plan focused on the following themes: regional structure and accessibility, energy production, storage and transmission, transport system and logistics areas, green structure and ecosystem services, the impact of the energy transition on land use planning and the development of climate impact assessment at the regional plan level. The largest single entity in the phase county plan is wind power and the related energy transmission.
The regional plan for the energy and climate phase of Northern Ostrobothnia has produced a good knowledge base for the use of municipal land use planning through an extensive survey and combined impact assessment. in cooperation in cooperation with good cooperation, Northern Ostrobothnia is able to promote the quality of life in Northern Ostrobothnia and further develop the vitality of the region. Union's financial statements in surplus for 2024
The Regional Council approved the financial statements of the Regional Council of Northern Ostrobothnia for 2024 and discharged the accountable persons from liability. The result for 2024 was a surplus of EUR 97 648.29. The actual operating costs for 2024 amounted to EUR 6 011 923,83. The largest items of expenditure were personnel costs of EUR 3,749,530.53 and purchases of services of EUR 1,658,689.17. Actual operating income amounted to EUR 5,966,230.56. The municipalities of Northern Ostrobothnia paid a total of EUR 3,737,844.99 in membership fees to the association.
New administrative rule enters into force in autumn
The Regional Council approved the Administrative Regulation of the Regional Council of Northern Ostrobothnia, which will enter into force on 1 September 2025. The administrative rule includes the remuneration rule for elected officials. Extensive structural and substantive changes to the Administrative Regulation have been prepared. Given the extent of the changes, this is a comprehensive reform of the administrative rule. It is not proposed to change the competences between the provincial council and the provincial government.

Amendment of the Administrative Regulation
According to the proposal for a decision, it was approved otherwise, except in section 154 after the vote, that compensation for loss of earnings and expenses incurred due to the position of trust will be paid to the elected officials for each starting hour, but not for more than 12 hours (preliminary proposal 8 hours) per calendar day.
