State of play of current affairs in the EU's regional and structural policy for the 2021-2027 programming period
The secretariat of the North Ostrobothnia Regional Cooperation Group met on 18 October 2021. The meeting began with a briefing on the state of play of the preparation of the EU’s regional and structural policy for the 2021-2027 programming period. A joint kick-off event for the Eastern and Northern Finland region will be held on 3 November 2021 and an info event for Northern Ostrobothnia on 10 November 2021. North Ostrobothnia's own training for applicants will start in November. In addition, a presentation was given on the revision of the performance agreement of the Centre for Economic Development, Transport and the Environment for Northern Ostrobothnia for 2022.
Unloading and indivisible allocation powers to the IP area from the previous programming period
The meeting discussed the preparation of the needs for the unwinding and indivisible conferral of powers for the 2014-2020 programming period. In accordance with the Government Decision, all uncommitted and dissolved granting powers for the 2014-2020 programming period will be allocated to the region of Eastern and Northern Finland. EUR 7.4 million will be allocated to North Ostrobothnia.
The Secretariat of the regional Cooperation Group supports the following projects to be funded under the Finnish Structural Funds Programme for Leverage from the EU 2014-2020:
Industrial value chains in the Kalajoki region
Applicant: City of Kalajoki
The aim of the project is to identify the value chains of the leading industrial industries in the Kalajoki region, to identify the needs of the industries and the prerequisites for growth, and to implement measures to correct structural change.
Total cost: 154 478 €
ERDF and State funding requested: 123 580 €
Relevance for renewal, recovery and well-being at work - OLLAPPA
Applicant: Finnish Institute of Occupational Health
The aim of the project is to promote well-being at work and productivity in the social and health care sector. Digital approaches are a key measure. The project supports the work ability of at-risk groups, promotes longer working lives and strengthens digital skills.

Innovation competence for first aid for recovery (InnoAID)
Applicant: University of Oulu
The project develops the innovation and product development activities of SMEs and micro-enterprises and improves the innovation capacity of their personnel. The project tailors training and coaching content to meet the needs of companies in the region. In addition, product development models are developed and tested, which are suitable for the resources and business models of SMEs and micro-enterprises, and improve the companies' ability to enter new and international markets.

Applicant: Northeast Finland Development Company Naturpolis Oy
The project examines long-term unemployment and supporting employment through public procurement. The project examines how the model of employment in large cities is suitable for small municipalities and cities. The aim is to find new ways of integrating the target group into working life and to develop solutions and services that promote employment through cooperation between the public sector and companies in the region.

KeMu - Agile change capability coaching programme
Applicant: University of Oulu, City of Kalajoki / Kalajoki Business Services Centre, Naturpolis Oy, North-Eastern Finland Development Company, Nivala - Haapajärvi Region NIHAK ry
The aim of the project is to develop change management capability in micro, small and medium-sized enterprises (MSMEs) affected by the COVID-19 pandemic and other enterprises that need more change management capability. With the help of the project's coaching programme, companies will learn to better assess their current situation and to identify and prepare for the challenges posed by the changing business environment.

Remote learning environment for building robotics
Applicant: Centria University of Applied Sciences Ltd
The project develops a remote learning environment for building robotics utilising digital technology, which takes into account technical and pedagogical usability in its design and implementation. The remote learning environment makes it possible to study secure robotics that is independent of place and time.
