Meeting newsletter of the secretariat of the regional Cooperation Group
The secretariat of the Northern Ostrobothnia Provincial Cooperation Group held an electronic meeting on Wednesday 24 February. The meeting provided an update on the state of play of the preparation of the EU's regional and structural policy and the CAP27 plan.
Regional Programme Implementation Plan 2021-2022 and REACT-EU funding
The distribution of REACT-EU granting powers and technical support, as well as the implementation plan for the provincial programme 2021-2022, will be submitted to the Provincial Cooperation Group for approval.
A plan for REACT-EU funding has been developed. The funding will run from 2021 to 2022. This is an addition to the financial envelopes of the Structural Funds programme 2014-2020. The Government decides on the allocation of the granting powers after the adoption of the supplementary budget. The sum of North Ostrobothnia reported by the Ministry of Economic Affairs and Employment would be EUR 29.4 million (ERDF EUR 20.575 million, ESF EUR 8.818 million). (€) REACT-EU funding supports regions to repair the damage caused by the COVID-19 crisis. At the same time, the funds will lay the groundwork for a green, digital and resilient recovery of the economy.
The share of Northern Ostrobothnia in the technical assistance reserved for the management of REACT-EU funding is EUR 718 254. According to the proposal, the share of the Regional Council of North Ostrobothnia is EUR 200,000 and the share of the Centre for Economic Development, Transport and the Environment of North Ostrobothnia is EUR 518,254.
The Northern Ostrobothnia COVID-19 Action Plan 2020-2021 was prepared in autumn 2020. In practice, the document is the action plan of the provincial programme, which includes a COVID-19 recovery plan. The up-to-dateness of the document has been checked to meet the needs of 2021-2022.
The Regional Council of Northern Ostrobothnia and the Centre for Economic Development, Transport and the Environment will open a joint REACT-EU call for applications from 5 March to 19 April 2021. The focus of the application round is on projects in accordance with the action plan.
Results of the project application process of the Regional Council of Northern Ostrobothnia
The 15th call for projects of the Regional Council of Northern Ostrobothnia for the 2014-2020 programming period ended on 29 January 2021. 32 applications were received by the deadline, of which Axis 1 Competitiveness of SMEs 12 and Axis 2 Producing and utilising new knowledge and know-how 20 applications. In total, more than EUR 8 million was applied for.
