Meeting press release of the secretariat of the regional cooperation group 20.10.2022

Päivi Keisanen, Development Manager, told about the preparation of the regional funding plans for the EU Regional and Structural Policy Programme 2021-2027. The financial programming describes the regional allocation of regional and structural policy funds by priority axis, specific objective and authority. In September, the Regional Assembly of Oulu Region and the Centre for Economic Development, Transport and the Environment (ELY Centre) discussed the preparation of the plans.

The JTF financial tables are being prepared for the first time. The 2022 figure also includes the 2021 shares. The implementation of the JTF will start in 2023. As a result, a total of EUR 88.601 million will be available for JTF allocation in Northern Ostrobothnia next year. The JTF allocation mandate for the whole programming period amounts to EUR 118.523 million, which means that up to 75 % of the JTF funding for the whole programming period is available.

It was decided to submit the financial plans for 2022-2024 for approval by the regional Cooperation Group, in cooperation in cooperation with the following modifications: in 2023, EUR 0.5 million (ERDF + State) will be transferred from the Regional Assembly of Northern Ostrobothnia's ET 1.1 funding to the ELY Centre's business subsidies for ET 1.3. In addition, EUR 0.5 million (ERDF + State) will be transferred from the ELY Centre's ET 2.3 enterprise subsidies to the ELY Centre's ET 1.3 enterprise subsidies.

Revising the performance agreement of the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia for 2023

Multiannual performance agreements have been drawn up for the Centres for Economic Development, Transport and the Environment for the 2020-2023 strategy period, taking into account the Joint Strategy Paper 2020-2023 of the Regional State Administrative Agencies and the Centres for Economic Development, Transport and the Environment based on the Government Programme, the Public Finance Plan and the budget proposals of the administrative sectors. The ELY Centre revises and updates the provisional performance target values for 2023-2025 and adds the provisional target values for 2026. The performance agreement proposals will be reviewed between the steering parties and the ELY Centres in October-November. The revised performance targets agreed for 2023 will be signed on 12 December 2021 as a performance agreement document for 2023.

Results of project calls

The European European European European European Regional Development Fund (ERDF) (ERDF) (ERDF) (ERDF) of the Regional Assembly of Oulu Region received 20 applications at the end of September for the 2014-2020 programming period, most of which related to the development of research, knowledge and innovation under specific objective 4.1. The ELY Centre for Northern Ostrobothnia's Leverage from the EU 2014-2020 programme received one ESF and one ERDF application in Northern Ostrobothnia by 20 September 2022. Applications for ESF and ERDF support amounted to EUR 631 254 and EUR 78 400 respectively.

In addition, the business development grants applied for in Northern Ostrobothnia from 14 March to 5 October 2022 were recorded.

Working group of state secretaries examined the vitality of Eastern Finland

In the spring, the ministerial working group on preparedness outlined that the Government would examine and prepare a proposal for measures to strengthen the vitality of Eastern Finland for the autumn 2022 budget session. The regions are in the process of preparing regional funding plans for 2022-2024. If the region of Eastern Finland has development needs that cannot be covered by EU regional and structural policy funds or other funding in 2022-2024, the region can submit a proposal to the Ministry of Economic Affairs and Employment on what kind of measures would require additional funding.

Internationally growing summer in the Ruka-Kuusamo area

The main objective of the project is the development of tourism exports and the collection of market data supporting exports. Especially in cooperation in cooperation with regard to the summer season and family tourism, there is a need to collect market information on new target groups and market areas.

A more responsible and sustainable Syöte tourism area

The Syöte tourism area has a goal and a need to strengthen competitiveness as a coherent tourism area by investing in sustainable tourism. The aim of the project is to increase the guided molten land product and service offering as well as soft activities related to authenticity and locality.

The next meeting of the secretariat of the regional Cooperation Group will be held on 17 November 2022.
