Preparations for the 2021-2027 EU regional and structural policy programming period and the CAP27 plan are progressing
Päivi Keisanen gave an update on the state of preparation of the EU's regional and structural policy for the 2021-2027 programming period. According to the current situation, the implementation of the ERDF and ESF funds will start on 1 September 2021 and the implementation of the Just Transition Fund (JTF) on 1 January 2022. The number of climate actions will increase in the new programming period. The focus is on circular economy, energy efficiency and renewable energy. It also includes adaptation to climate change. The programme is implemented on the basis of the Do no significant harm principle, i.e. projects that harm the environment cannot be financed.
Timo Lehtiniemi from the North Ostrobothnia Centre for Economic Development, Transport and the Environment told about the current state of play of the CAP27 plan. Finland's CAP programme will be sent for consultation on 17 June 2021. The plan will be revised and supplemented in September-October.
EAFRD project application closed
There were 16 applications for development projects in which the amount requested was EUR 2.5 million. There were 15 applications for business support and the amount requested was EUR 1.2 million.
Info session on the new programming period
An information session on the content of the programme for the new programming period (ERDF, ESF, EAFRD, smart specialisation) will be organised on 16 June 2021. Separate trainings for project operators will be organised in autumn 2021. The application period opens in the autumn, but the exact date is not yet known.
REACT-EU mandate to be updated in the implementation plan in autumn
The provinces of Eastern and Northern Finland received less REACT-EU authorisation than announced by the Ministry of Economic Affairs and Employment in December 2020. The financial table for the implementation plan of the regional programme has been drawn up in accordance with the Ministry of Economic Affairs and Employment's notification, so the figures are too large in relation to the granting powers received. As regards the REACT-EU funds for Northern Ostrobothnia, it has been decided to review the commitment status of the funds on 1 September 2021. Correction of the financial table of the implementation plan is appropriate in this context.
