Meeting press release of the the Board of the Regional Assembly

The provincial government met on Tuesday 11 April in Oulu. In matters related to lobbying, Provincial Director Markus Erkkilä spoke about influencing the Government Programme and parliamentary cooperation. In addition, the TE Services 2024 reform sparked a lot of discussion. The responsibility for organising employment services will be transferred to municipalities at the beginning of 2025. The agreement on the employment areas to be formed must be submitted to the Ministry of Economic Affairs and Employment by the end of October 2023.

EMMI project provides background studies for the climate and energy phase regional plan

The first work package of the Northern Ostrobothnia Regional Council's EMMI – Energy Transition and Assessment of the Climate Impact of Land Use project provides background material for the ongoing regional plan for the energy and climate phase of Northern Ostrobothnia. The result is a general thematic map of hydrogen potential at the level of the provincial review, a more detailed target description of seven different potential areas, and a location control model, HydrogenGIS. In addition, the study examines the boundary conditions for the location of solar energy in land use planning, as well as aspects related to bioenergy. The end result is a holistic review of the location of green hydrogen production areas in the region.

CPMR Baltic Sea Commission working groups prepare their future priorities

At the beginning of February, the Executive Board of the CPMR Baltic Sea Commission decided on the chairs of the working groups and tasked them to start the preparation of the 2023-2024 work plans. The draft plans will be sent to the member regions for comments in April. The Maritime working group is chaired by Sari Nurro and the Arctic task force by Jari Leathernen from the Regional Council of Northern Ostrobothnia. The other groups are the Transport working group and the Energy and Climate working group.

Northern Transport and Logistics Project

The regions of Northern Finland, Northern Norway and Northern Sweden have worked together to prepare a New North transport and logistics project aimed at a smooth and sustainable transport system in the northern region. The project's work packages include smooth transport chains, security of supply, electric air traffic and green transport corridors with strong cooperation and communication. Autumn 2023 meeting schedule

In autumn 2023, the meetings of the Provincial Government will take place on 21 August, 25 September, 16 October, 13 November and 18 December 2023. The meeting of the provincial council is planned to be held on Monday 11 December 2023.

In brief

  • The Development Fund of the Regional Council of Northern Ostrobothnia will cover a maximum of 20% in 2023-2025, but no more than EUR 250 000 of the costs of programme management for the Renewable and Skilled Finland 2021-2027 programme.
  • The Regional Council of Northern Ostrobothnia has introduced an internal reporting channel in accordance with the Act on the Protection of Reporters, which is primarily intended for persons who are or have been members of the staff of the Regional Council of Northern Ostrobothnia. The notification may also be submitted by elected representatives of the Regional Council and project promoters funded by the Regional Council, but for them the application of the Notifying Protection Act to the notifier and the notification will be assessed on a case-by-case basis, taking into account the conditions of application of the Act. The notification channel can be found in the Regional Council of Northern Ostrobothnia website. You can submit the notification completely anonymously if you wish.
