The municipalities of Northern Ostrobothnia, Pohde and the Regional Council of Northern Ostrobothnia are preparing a cooperation agreement
There is a need in the counties for the development of strategic cooperation, cooperation structures and operating methods between municipalities, the wellbeing services region and the Regional Council. The North Ostrobothnia Welfare Area Pohde has drafted a cooperation agreement based on the model of the Association of Finnish Local and Regional Authorities' Welfare Area and the municipalities' strategic cooperation agreement. The parties to the agreement would be the North Ostrobothnia Welfare Region, the municipalities of the region and the Regional Council of North Ostrobothnia.
The key objective of the strategic cooperation agreement is to help the wellbeing services region and municipalities as well as the Regional Council to direct their own and joint activities. The strategic cooperation between the county's municipalities, the Welfare Region and the Regional Council will continue to be discussed at the meeting of the chairmen of the councils and boards of the municipalities of Northern Ostrobothnia and the heads of municipalities on 6 November 2023. If the preparation proceeds as planned, the agreement will enter into force once it has been approved by the competent trust bodies of the Parties and confirmed by the signatures of all the Parties.
Preparation of an implementation plan for security of supply and overall safety
The Regional Council of Northern Ostrobothnia has initiated the drafting of an implementation plan that examines security of supply and overall safety from the perspective of regional development. The changed geopolitics and security situation require consideration of issues related to security of supply and overall security also from the perspective of regional development. Comprehensive security is a cooperative model of Finnish preparedness, in which the vital functions of society are taken care of in cooperation with authorities, industry, organisations and citizens.
The priorities of the Regional Programme for Northern Ostrobothnia have numerous interfaces for overall safety and security of supply. The work examines, among other things, RDI themes, energy production, transmission and storage, transport, logistics and accessibility, population resilience, and the effects of geopolitics on international activities.
Changes in membership
- The provincial government decided to propose to the provincial council that Susa Vikeväkorva be granted a resignation from the deputy seat of the provincial government and that a new deputy be elected to the provincial government for the remainder of her term of office.
- Oulu City Council has granted Susa Vikeväkorva (Green) resignation from the Northern Ostrobothnia Regional Council and elected Heikki Kontturi (Green) as a new member of the Regional Council for the remainder of the term.
- Oulu City Council has granted Niilo Heinonen (co.) resignation from the Northern Ostrobothnia Regional Council and elected Lyly Rajala (co.) as a new member of the Regional Council for the remainder of the term
