Meeting press release of the the Board of the Regional Assembly

The provincial government met on Monday, May 6. On advocacy issues, Provincial Director Jussi Rämet highlighted the state of play of the preparation of the Northern Programme, the constituency meeting, ministerial visits and the visit of Deputy Director General of DG Grow Maive Rute to Oulu.

Strategic guidelines for 2025 are being prepared

The Regional Council of Northern Ostrobothnia has initiated financial and operational planning for 2025-2027. The new strategy 2025 + does not have time to guide planning for next year in all respects. The Provincial Government discussed the strategic guidelines for 2025 to support the preparation of financial and operational planning. The strategic planning framework and strategic orientations of the previous year served as the basis. The Provincial Government held a referral discussion on the strategic guidelines for 2025 to support the further preparation of financial and operational planning.

Preparation of the public proposal phase of the regional plan for the energy and climate phase continues

The feedback and responses to the public consultation on the regional plan for the energy and climate phase of Northern Ostrobothnia were recorded for information.

The consultation on the proposal phase of the regional plan for the energy and climate phase of Northern Ostrobothnia was organised in early 2024. A total of 55 authorities provided feedback, including 27 member municipalities. A statement was received from all five neighbouring provincial federations. Four out of six ELY Centres in neighbouring counties issued a statement. Statements on the ministries were issued by the Ministry of the Environment, the Interior and Defence. Statements from regional network operators were received from Caruna and Elenia.  A total of 16 other opinions requested were recorded. Feedback was also received from parties not included in the public consultation, such as wind power operators and citizens.

Changes in membership

  • At its meeting on 29 April 2024, Oulu City Council granted Mari-Leena Talvitie (co.) resignation from the Northern Ostrobothnia Regional Council and elected Tanja Suomenen (co.) as a new member of the Northern Ostrobothnia Regional Council for the remainder of her term of office.
  • The Provincial Government proposes to the Provincial Council that Mari-Leena Talvitie be resigned from the position of President of the Provincial Council and replaced by a new President of the Provincial Council.
  • At its meeting on 29 April 2024, Oulu City Council granted Anna Koskela (then) resignation from the Northern Ostrobothnia Regional Council and elected Merja Rasinkangas (ps.) as a new member of the Northern Ostrobothnia Regional Council for the remainder of her term of office.
  • The provincial government proposes to the provincial council that What Antika (ps.) be granted a resignation from the deputy seat of the provincial government and that a new deputy be elected to the provincial government for the remainder of the term of office.

  • The provincial government did not approve the 2036 draft of the Northern Transport Strategy, but returned it for re-preparation.
  • The nominees of the Regional Council of North Ostrobothnia for the Arts Council of North Ostrobothnia and Kainuu are author Jenni Räinä and visual artist Sinikka Eirola.
  • The candidate for the National Literature Committee of the Regional Council of Northern Ostrobothnia is author Minna Rytisalo.
  • The Regional Council of Northern Ostrobothnia participates in the Tiera e-commerce framework agreement for 2024-2028.
  • An update on the state of play of the Renewable and Skilled Finland 2021-2027 programme and the state of play of national funding was noted.
  • The financial statements for 2024 take into account the administrative change made, the financial impact of which is presented in the operational plan approved by the regional director. The amendment has no impact on the level of bindingness of the budget approved by the provincial council. The provincial government took note of the matter and decided to forward it to the provincial council.
