The Regional Board of Northern Ostrobothnia met on Monday 11 May in Oulu.

Personnel and training plan approved

The the Board of the Regional Assembly approved the personnel and training plan for 2026. The need to develop age management has been identified in the personnel plan. The average age of the personnel is 53.8 years, which is higher than the average age of the municipal sector (46.2 years). In the coming years, there may be a need for adjustments to work tasks or flexible working hours. Fulfillment of vacant posts will be assessed on a case-by-case basis. In the future, the number of staff will have stabilised at 35-40. The contents of the training plan are partly based on the strategy of the Regional Assembly of Oulu Region, but it also includes several training needs identified by the personnel.

Participation in joint procurement of financial and human resources management

Monetra Oy is launching conditional joint procurement for its financial and human resources management customers, if Parliament approves the planned amendment to the Act on Public Contracts. The change would create a ten per cent ownership requirement for owners of in-house companies, which would mean that a large number of Monetra's customers would no longer be able to acquire Monetra's financial and HR services. The Regional Assembly of Oulu Region owns less than 10 per cent of Monetra Oulu Oy. If the union were to lose its ownership position in Monetra Oulu Oy, the alternatives to producing financial and human resources management would be its own production and procurement from a third party. Overall, it is justified for the Regional Assembly of Oulu Region to join the joint acquisition of Monetra Oulu Oy if the minimum ownership requirement for in-house companies enters into force. The the Board of the Regional Assembly decided to make a conditional commitment to the joint procurement of financial and human resources management services carried out by Monetra Oulu Oy.

Action plan for the extractive sector in Eastern and Northern Finland to be updated
