Meeting press release of the the Board of the Regional Assembly

The meeting of the the Board of the Regional Assembly on Monday 14 November discussed, among other things, the recruitment process for the position of Region Mayor and the financial and operational plan 2023-2025. The the Board of the Regional Assembly took note of the resignation of Region Mayor Pauli Harju from the position of Region Mayor and proposes to the Regional Assembly that it grant Pauli Harju resignation from the position of Region Mayor so that his last day of office is 31 March 2023. Harju has led the Regional Assembly since 2008. In matters concerning lobbying, the Regional Director raised the municipalities' position on the lease agreements to be transferred to the wellbeing services county and on the transfer of funding for the Kolartic and Karelia programmes.

Recruitment process for the position of Region Mayor begins

The post of Region Mayor will be advertised for the period from 7 December 2022 to 13 January 2023.
A study group was selected for the recruitment process of the Region Mayor:

The Economic and Action Plan 2023-2025 advances to the Regional Assembly

The the Board of the Regional Assembly decided to propose to the Regional Assembly that it approve the economic and operational plan for 2023-2025 and the budget for 2023 of the Regional Assembly of Oulu Region. The Regional Assembly of Oulu Region received 20 opinions on the draft economic and operational plan from its members and sub-regions. The opinions issued highlighted in particular the increase in municipal invoicing, transport and energy issues, as well as the availability of labour and advocacy. The budget proposes to increase municipal invoicing by 4%. The Finns Party proposed that municipal funding be increased by two per cent. By 11 votes to 2, the the Board of the Regional Assembly decided to keep the increase in municipal invoicing at 4%. 

Northern Ostrobothnia Regional Youth Regional Assembly moves to the wellbeing services area

Amendments to the Rules of Procedure of the Regional Assembly of Oulu Region are proposed for approval by the Regional Assembly of Oulu Region in order to abolish the Regional Youth Regional Assembly of Northern Ostrobothnia (POPNUVA) by deleting the provisions concerning the Regional Youth Regional Assembly and its rules of procedure. However, it is proposed that the chairperson and vice-chairpersons of the Regional Youth Regional Assembly of the Welfare Area retain the right to attend and speak at the meetings of the Regional Assembly of the Regional Assembly of Oulu Region. 

Mirka Väyrynen resigns from the Regional Board and forms her own Regional Assembly group

Mirka Väyrynen (ps, Pudasjärvi) has asked to resign from the Northern Ostrobothnia Regional Board after resigning from the Finns Party and the Finns Party. The the Board of the Regional Assembly proposes to the Regional Assembly that it grant Väyrynen resignation from the the Board of the Regional Assembly and elect a new member to replace Väyrynen for the remainder of the term of office. Regional Assemblylor Mirka Väyrynen has announced her resignation from the Finns Party's Regional Assembly group. It is proposed to the Regional Assembly for approval that it approves Väyrynen's resignation from the Regional Assembly group of the Finns Party and approves the proxy's report of the formation and name of the new Regional Assembly group of the League of Freedom.

Regional Assembly of Oulu Region to host the Baltic Sea Commission

The Regional Assembly of Oulu Region is a member of the International Organisation CPMR and its Baltic Sea Commission. From January 2023 to December 2024, the Regional Assembly of Oulu Region hosts the Secretary-General of the Baltic Sea Commission. The contract of Mr Lucille Ehrhart, Secretary-General, is extended for two years until 31 December 2024. The costs of the Secretary-General of the Baltic Sea Commission are covered by the membership fees collected by the CPMR. For its part, the the Board of the Regional Assembly approved the draft agreement as the basis for the agreement.

Occupational health care services continue to be purchased from Pihlajalinna

Occupational health care services will be procured from Pihlajalinna Occupational Health in accordance in cooperation with the option in the agreement in 2024-2025. The measures related to the development of occupational health care services have been in the right direction compared to the feedback received from the union's personnel. The cost of occupational health care services has also remained reasonable.
