At its meeting on 13 September 2021, the Regional Government of the Regional Council of Northern Ostrobothnia discussed, among other things, the Federation's economic and operational plan for 2022-2024 and the statement on the draft investment programme for the state fairway network.
Economic and Action Plan 2022-2024 for municipal opinions
The Regional Council of Northern Ostrobothnia has prepared a proposal for an economic and operational plan for 2022-2024 and a budget for 2022. The 2022 budget totals EUR 5 421 060 in operational revenue, which represents a decrease of 3,3 % compared to the 2021 budget. Operating costs amount to EUR 5 417 000, which is 3.3% less than the previous year's budget. The members' contributions will remain unchanged in accordance with the 2021 contributions. In the development of the county, the strategic objectives of the Regional Council for 2022-2024 focus on the physical and digital accessibility of the county, improving the prerequisites for profitable business and competitiveness, developing the county in international networks with a northern perspective ahead of it, and supporting the vitality and renewal of municipalities. The economic and operational plan is sent to the municipalities for their opinions. The Regional Council of Northern Ostrobothnia and the Economic and Operational Plan 2022-2024 as well as the Budget 2022 will be discussed and approved at the meeting of the Regional Council on 12 December 2021.
Statement of the Regional Council of Northern Ostrobothnia on the investment programme of the state-owned fairway network
The Regional Government of the Regional Council of Northern Ostrobothnia discussed the statement to be issued on Wednesday 15 September on the investment programme for the state fairway network for 2022-2029. The investment programme does not implement the European Union's transport policy objectives for Northern Finland. The development of the fairway network must not be guided by a bridge drum policy that only develops the already well-functioning fairway network of the so-called growth triangle and weakens Finland's competitiveness. The TEN-T guidelines should be a key guideline for the investment programme of the national transport system. This means significantly larger and well-targeted investments in the development of the Northern Finland fairway network. The Oulu-Liminka-Ylivieska twin track, including the development of the Oulu station centre and railway yard and the development of highway 4 for the Jyväskylä-Oulu connection and the second phase of the Oulu-Kemi connection, are regarded as urgent investments in Northern Finland.
The aim is to coordinate the regional plan in promoting the protection of biodiversity
On 6 September 2021, the Regional Council of Northern Ostrobothnia issued a statement on the Government's proposal for the Nature Conservation Act and certain related acts. According to the Regional Council of Northern Ostrobothnia, special attention must be paid to the relationship between the Nature Conservation Act and the Land Use and Building Act, the fields of application and the roles of the authorities, and the consistency of concepts and definitions. The Regional Council of Northern Ostrobothnia emphasises the role of the provincial plan as a regional plan level that coordinates different activities and that can implement the objective of the Nature Conservation Act to promote the protection of biodiversity.
The deputies of the provincial president were appointed
The new Administrative Regulation of the Regional Council of Northern Ostrobothnia has entered into force on 1 August 2021, which has changed the management system. Riitta Pitkänen, Director of Administration and Human Resources, was appointed deputy to the Regional Director for administrative matters. Tiina Rajala, Director of Development, was appointed as the deputy for other matters and for human resources matters requiring a presentation by the Director of Administration and Human Resources in accordance with the Administrative Regulation.
Changes in the composition of the Northern Ostrobothnia Youth Council
Due to changes in the composition of the municipal youth councils, Sini Pekkala from Kempele and Julia Minkkinen from Oulainen were appointed as members of the Northern Ostrobothnia Youth Council. Henna Huiskonen from Pyhäjoki was appointed as an alternate member.
