Decisions of the provincial government
The Regional Government of the Regional Council of Northern Ostrobothnia held a hybrid meeting in Oulu on 19 October 2020. At the beginning of the meeting, Kari Aalto, Director of the EU Office for Eastern and Northern Finland, presented current issues, the EU's multiannual budget proposal and the Office's 2021 work plan in preparation. The task of the EU Office for Eastern and Northern Finland in Brussels is to monitor and promote the interests of actors in South Savo, Kainuu, Central Ostrobothnia, Lapland, North Karelia, North Ostrobothnia and North Savo. Through advocacy in cooperation with the Regional Councils, the EU Office improves the competitiveness and operating conditions of the business sector in Eastern and Northern Finland.
Evaluation of the Regional Programme for Northern Ostrobothnia 2018-2021 to be completed
The evaluation of the Regional Programme for Northern Ostrobothnia 2018-2021 has been carried out in cooperation with the provinces of Northern Finland and the regional development consultancy MDI, which implements the evaluation. The aim is to obtain information on the implementation and effectiveness of the programme and, in particular, to provide recommendations and views for the preparation of the future provincial programme. The final report of the evaluation will be completed at the end of October 2020.
Regional Programme Work for Northern Ostrobothnia 2022-2025 begins
The Provincial Government decided to start the provincial programme work for Northern Ostrobothnia for the period 2022-2025. The programme will be subject to approval by the provincial council in autumn 2021. The aim of the new regional programme work is to move towards a more holistic strategic thinking model. The programme focuses on phenomena and themes that are important for the development of Northern Ostrobothnia. The aim is to be flexible and to be able to react quickly and proactively to changes. Regional and municipal orientation is emphasised when drawing up the programme. The evaluation procedure under the SEA Act will be launched at the same time as the preparation of the programme.
Outsourcing ICT services of the Regional Council of Northern Ostrobothnia
The Regional Council of Northern Ostrobothnia will continue negotiations with Municipalities Tiera on the outsourcing of its IT services. The final proposal will be submitted to the provincial government for decision in March 2021. Outsourcing aims to secure IT infrastructure, cloud management and security issues in a rapidly changing and digitalising operating environment.
Regional Council of Northern Ostrobothnia spatial solutions
The lease agreement of the Regional Council of Northern Ostrobothnia with Technopolis has been terminated on 31 July 2021. Preparations for the new premises will continue at the Agency.
Self-financing of Battery Regions project approved
The Regional Council of Northern Ostrobothnia submitted a project application for Battery Regions in cooperation with Region Västerbotten, the municipality of Skellefteå and OSAO for the Interreg North programme. The project application has become a preliminary approval notice. The total budget for the two-year project is EUR 619 343. The Regional Government approved the own contribution of the Regional Council of Northern Ostrobothnia of EUR 17,365 to be covered from the operational appropriations of the Regional Development Performance Area. The project will build a cooperation network between the labour market and educational institutions to exchange experiences and transfer knowledge from one region to another. The Regional Council of Northern Ostrobothnia and OSAO are able to prepare for the training needs of the new branch of industry that will emerge in the region.

- Elina Pikkuaho-Ruonala was appointed as the representative of the University of Oulu to the North Ostrobothnia Welfare Cooperation Group.
- In its meeting on 7 September 2020, the Ylivieska City Council granted Eija-Liisa Poki resignation from the Regional Council of the Regional Council of Northern Ostrobothnia and elected Aimo Piirainen as the new representative to the Regional Council.
The next meeting of the regional government will be held on 16 November 2020.
