The financial statements of the Regional Council of Northern Ostrobothnia for 2020 are in surplus
The Regional Government approved the financial statements of the Regional Council of Northern Ostrobothnia for 2020. The result for the financial year is EUR 282 147.58 and EUR 38 201.37 was recognised as revenue from the Development Fund.
The surplus for the financial year is EUR 320 348.95. The actual operating expenses for the financial year amounted to EUR 5,157,520 and operating income to EUR 5,447,177.
The municipalities of Northern Ostrobothnia paid a total of EUR 3,489,400 in membership fees to the association.
The result for the financial year was affected by the savings in travel and meeting costs and opportunities brought about by the coronavirus outbreak. The journey ended almost completely in March 2020. Meetings and events were mainly held in an electronic environment. In addition, the transition to teleworking and an electronic environment significantly reduced the costs of postal and other office services. Savings in personnel costs arose when all vacancies were filled. The costs were increased by equipment purchases for teleworking, as well as the costs of ICT and financial and personnel services change projects.
Ilpo Tapaninen vs. design manager
Ilpo Tapaninen, Design Manager, was elected as Design Director from 1 April to 30 November 2021. He has previously acted as a deputy and deputy director of design.
Tourism Strategy 2021-2023
The tourism strategy for Northern Ostrobothnia was approved with minor clarifications and the Tourism Development Committee was cookied for the preparation of the implementation programme. According to the vision, Northern Ostrobothnia is the fastest growing tourism region in Finland – a genuine North Ostrobothnia of strong tourist destinations. The aim is to develop North Ostrobothnia year-round into the country's most attractive tourist region, whose tourist destinations are the best known and best accessible for both domestic and international tourists. The region's diverse attractiveness factors are produced into experiential products that are competitive, sustainable and profitable.
In brief
- The implementation plan of the Regional Programme for Northern Ostrobothnia 2021-2022, the allocation of the REACT-EU granting powers for Northern Ostrobothnia to the specific objectives and the financial instruments of the Regional Council of Northern Ostrobothnia and the Centre for Economic Development, Transport and the Environment for information to the Regional Government.
- The procurement instructions of the Regional Council of Northern Ostrobothnia were approved.
- The provincial government delegated its decision-making power in procurement matters to public office holders. The Regional Director may decide on procurements with a value of up to EUR 60 000, the Heads of Performance Areas may decide on procurements related to the operation of their own performance area with a value of up to EUR 10 000, and the office holder in charge of the European Commission's border cooperation programme may decide on procurements related to the operation and implementation of the programme with a value of up to EUR 10 000. The Provincial Government gave the performance area directors the right to appoint from their own performance areas the necessary number of employees who can make small purchases that are necessary and customary for the functioning of the Agency.
- Administrative Director Riitta Pitkänen was appointed deputy to the Regional Director.
- The provincial government appointed the approvers of the invoices as of 1 April 2021.
- The provincial government held an exchange of views on the revision of the Regional Council of Northern Ostrobothnia's remuneration regulation. The remuneration rules define the general criteria for the remuneration of elected officials, the remuneration for meetings, the annual remuneration of the chairpersons, the compensation for loss of earnings and other compensation for meetings of the institutions, and the compensation for travel to meetings. The revision of the administrative regulation will be submitted to the provincial council in spring 2021 and it will be in use at the beginning of the new council term.
- Sinja Meriläinen was appointed as a member of the Northern Ostrobothnia Youth Council and Lenni Paloniemi from Raahe was appointed as a substitute for her.
- The Provincial Government held a referral discussion on the initiative taken at the meeting of the Provincial Council on 14 December 2020 regarding the progress of the Provincial Council's meeting day and the order in which matters were handled.
- The Regional Council of Northern Ostrobothnia is applying for regional development funding for the PPL 90 & PPKY 70 project, the purpose of which is to implement the events of the centenary year of the Summer University of Northern Ostrobothnia (90 years) and the Summer University of Northern Ostrobothnia (70 years).
The next meeting of the Provincial Government will be held on 19 April 2021.
