The provincial council approved the financial statements
The Regional Council of the Regional Council of Northern Ostrobothnia met for the last time on 7 June 2021 with its current composition. The meeting was held via Teams and the audience was able to follow the live stream on YouTube. The current council began its term in 2017. Pirjo Sirviö, chairman of the regional council, thanked the council and the regional government as well as the staff of the Regional Council of Northern Ostrobothnia for the past period. After the municipal elections in June, a new regional council will be elected based on the results of the elections. The election will be made at the municipal assembly of the county at the beginning of October.
The financial statements and the report of the Board of Directors of the Regional Council of Northern Ostrobothnia were approved
The Regional Council approved the financial statements and the report of the Board of Directors of the Regional Council of Northern Ostrobothnia for 2020. Despite the budget deficit, the result for the financial year ended in a plus. The surplus of EUR 320 348.95 is recorded in the balance sheet surplus/deficit account.
The result was largely influenced by the coronavirus epidemic, due to which the travel of the union's personnel and elected officials virtually ceased in March 2020. Meetings and events started to take place online. The transition to teleworking and an electronic environment significantly reduced the costs of postal and other office services. Savings were also made in personnel costs, as not all vacancies were filled.
New administrative rule enters into force on 1 August 2021
The Regional Council approved the new Administrative Regulation of the Regional Council of Northern Ostrobothnia, which will enter into force mainly as of 1 August 2021. The new administrative regulation meets the requirements of the Regional Council of Northern Ostrobothnia's Strategy 2020-2024, adopted by the Regional Council on 8 June 2020, and of up-to-date legislation.
As a result of the new administrative rules, changes are taking place in the organisation of the union. Instead of the office, the provincial council has an office. Result areas and performance area directors will become areas of responsibility and responsibility directors. The position of Administrative Director will be changed to Administrative and Human Resources Director. The Regional Council of Northern Ostrobothnia is responsible for the development and financing of the region, the planning and competence of the region, and administration.
The fees for meetings of the institutions will be increased. The regional council voted to increase the meeting fees when the council group of the Finns Party proposed that the fees should not be increased. The performance fell by 54-4 votes.
The Social Democratic Group's proposal to limit the duration of group interventions to five minutes and the rest of the speech to three minutes was adopted by 39 to 20 votes.
The provincial council refused to prepare the provincial programme for Northern Ostrobothnia
The provincial council discussed the preparation of the provincial programme 2022-2025. The preparation of the programme has proceeded in accordance with the work plan. The provincial programme will be subject to approval by the provincial council in autumn 2021.
