Decisions of the provincial council
On Monday 29 May 2023, the Regional Council of Northern Ostrobothnia approved the financial statements and the report of the Board of Directors of the Regional Council of Northern Ostrobothnia for 2022. The result for the financial year was EUR 84,342.90. In terms of operations, the objectives set for 2022 were achieved. The focus of the 2022 year was, among other things, on improving the position of the region in European and national transport policy, strengthening the importance of northern transport connections, implementing the regional programme, internationality and implementing the Renewable and Skilled Finland 2021-2027 programme. During the year of operation, preparations for the regional plan for the energy and climate phase in Northern Ostrobothnia continued, and the studies of the TUULI project managed by the union are an important part of the preparation. the Audit Board the Evaluation Report North Ostrobothnia's operations have been good. The goals have been set correctly and they have been realistic in relation to the resources. Among other things, the follow-up and indicators of the union's strategy and well-being at work were raised.
the Regional Assembly of Oulu Region the Administrative Rule provisions on operations in exceptional circumstances and disturbances in normal conditions, in accordance with the requirements of the Local Government Act and the recommendations of the Association of Local and Regional Authorities' model of administrative rules, were approved. The amendments make it possible for the Provincial Director and the Heads of Division to deviate from the normal powers for a necessary reason, if the Provincial Government has confirmed that this is necessary by a decision. In addition, an amendment was adopted allowing the Director of Administration and Human Resources to delegate his/her decision-making powers to his/her subordinate office holder in the following areas: acting as a salary ombudsman for the joint municipal authority, being responsible for negotiations between the social partners, developing personnel policy and cooperation, and organising occupational health care.
Tiina Hanhikorve was granted a resignation from her position as a deputy member of the Audit Board. Anne Huttunen (ps.) from Alavieska was elected as a new alternate member for the remainder of her term of office.
Changes in the provincial council
- On 12 December 2022, Oulu City Council granted Matti Matinheikki (Kok.) resignation from the deputy seat of the Regional Council of Northern Ostrobothnia and elected Lyly Rajala (Kok.) as the new deputy member of the Regional Council for the remainder of the current term of office.
- On 5 April 2023, Siikajoki Council declared that Tiina Hovi (Centre) had lost her right to stand as a deputy member of the Northern Ostrobothnia Regional Council and elected Riitta-Liisa Salmenkangas (Centre) as a new deputy member of the Regional Council for the remainder of her term of office.
