The Regional Government of the Regional Council of Northern Ostrobothnia, elected for 2017-2021, held its last meeting on Monday, 11 October 2021. The Provincial Government decided to display the draft provincial programme for Northern Ostrobothnia 2022-2025 and the environmental report of the provincial programme. In this way, the preparatory work, which has lasted for a year, has progressed to the consultation phase.
Provincial Programme for Northern Ostrobothnia
The Provincial Government decided to make the draft provincial programme for Northern Ostrobothnia 2022-2025 and the environmental report of the provincial programme available for inspection from 13 October to 11 November 2021. The preparation of the provincial programme began in October 2020. The programme has sought new thinking for regional and national regional development and a shift towards a more holistic strategic and phenomenon-based thinking model. This has been done with the aim of being flexible, proactive and quick to react to changes.
Regional plan for the energy and climate phase of Northern Ostrobothnia to be submitted
The regional plan for the energy and climate phase of Northern Ostrobothnia, which deals with the use of the entire region, will be drawn up in 2021-2023. The Provincial Government decided to initiate the drawing up of the phase-provincial plan and to announce the commencement of the plan. The need to renew and update the regional plan is based on international, national and provincial strategies, as well as policy guidelines and legislative changes. Mitigation of climate change requires the introduction of renewable energy sources. National land use targets have also been revised. An up-to-date regional plan is a prerequisite for the implementation of many major transport, infrastructure and major projects.
Debate on the draft Government proposal on the Planning and Construction Act
The Provincial Government held a referral discussion on the draft Government proposal for the Planning and Construction Act. The new Planning and Construction Act is intended to replace the current Land Use and Building Act.
In accordance with the Government Programme, the main objectives of the proposal are a carbon-neutral society, strengthening biodiversity, improving the quality of construction and promoting digitalisation. In the proposal in the opinion, the legal effects of the provincial plan are limited in relation to the current Land Use and Building Act.

- The Regional Council of Northern Ostrobothnia sells its five shares in Istekki Oy at a price of EUR 1,905.50 per share to the North Ostrobothnia Welfare Area. The total purchase price is EUR 9 527.50.
- The interim report 1-8/2021 was recorded for information. During the review period, the Federation's economy has materialised as planned and there are no significant deviations from the budget, but the impact of the coronavirus epidemic is still visible in travel, accommodation and food services. The operation has been carried out according to plan.
