Meeting newsletter of the Regional Council of Northern Ostrobothnia on 26 September 2022

The provincial government convened a hybrid meeting on Monday 26 September.

Regional Director Pauli Harju raised the situation of air traffic in advocacy matters, which has been the subject of regional cooperation. With regard to JTF funding, provision must be made for activating measures planned both at the Northern Finland level and in the entire region.

Municipal opinions on the economic and operational plan are requested

The provincial government approved the budget for 2023 and the draft economic and operational plan for 2023-2025 as a basis for further preparation. The municipalities' opinions on the draft will be requested by 24 October 2022.

The 2023 budget totals EUR 6 192 236 in operational revenue, which represents an increase of 14,2 % compared to the 2022 budget. Membership contributions have been increased by 4% compared to the 2022 contributions in line with the planning framework adopted by the Provincial Government. The result for the financial year, after depreciation in the budget year, is EUR 0. The surplus/deficit for the financial year is EUR 0.

Government Programme Objectives for Northern Ostrobothnia 2023

The Regional Government approved the objectives of the Regional Council of Northern Ostrobothnia's Government Programme 2023-2026, presented at the meeting, which contains the most important interest representation objectives and key projects for the development of the region. The contents of the objectives will be finalised in the Association's office on the basis of the discussion. The Government Programme influencing document is used in discussions with parties engaged in electoral work and preparing the Government Programme, as well as in the communications of the Regional Council of Northern Ostrobothnia.

In brief

  • The Provincial Government noted that the budget for the assessment and audit was included in the draft budget of the Regional Council of Northern Ostrobothnia for 2023 and took note of the matter.
  • The provincial government decided to start the procurement of the ex-post evaluation of the Karelia CBC programme, which is planned for 2023. The tendering process is ongoing during October and the comparison of the offers is expected to take place in November. The selected evaluation team would start its work in January 2023.
  • The position of spatial data manager Rauno Malinen was changed to the position of land use manager as of 1 October 2022. Malinen's duties focus on regional planning, promoting the implementation of regional planning, maritime spatial planning and other tasks related to the planning and development of regional and municipal structures.
  • Iida Hyvärinen from Muhonen was appointed as the representative of the Regional Youth Council to the Advisory Board for Climate Work in Northern Ostrobothnia.
