Lyly Rajala elected President of the Regional Assembly
Lyly Rajala was elected as the chairperson of the Regional Assembly. Mari-Leena Talvitie was given a resignation from the position of Chairman.
Annual Report and Financial Statements 2023
The Regional Assembly approved the report of the Board of Directors and the financial statements for 2023. For 2023, the operating costs of the Regional Assembly of Oulu Region were budgeted at EUR 6 183 536 and the actual operating costs were EUR 6 274 519. The largest item of expenditure was personnel costs of EUR 3 851 359, which increased by approximately EUR 100 000 compared to the budget. The second major item of expenditure was purchases of services amounting to EUR 1 802 329.96. They were below the budget by around EUR 260 000.
The result for the financial year was a surplus of EUR 45,245.
The evaluation report drawn up by the Audit Committee states that the finances and operations of the Regional Assembly of Oulu Region have been well managed. According to the assessment plan drawn up by the Audit Committee for 2023, the focus of the audit was placed on the regional planning and competence area. In the evaluation, the Audit Committee emphasised the promotion and monitoring of the implementation of the regional programme, phased regional planning work and the promotion of sustainable wind power construction. Attention was paid to the closure of the Karelia ENI CBC programme, to the follow-up of the strategy of the Regional Assembly of Oulu Region, as well as to supporting the well-being at work of the personnel and the results of the indicators mapping the state of well-being at work.
Changes in members of the the Board of the Regional Assembly and Regional Assembly
- The Regional Assembly elected Jari Männikö to replace Jari Leathernen in the the Board of the Regional Assembly for the remainder of his term of office.
- The Regional Assembly granted Which Antika resignation from the deputy seat of the the Board of the Regional Assembly and elected Janne Kuoppamäki to replace him for the remainder of his term of office.
- Oulu City Regional Assembly has granted Aino-Kaisa Manninen (Green), Heikki Kontturi (Green) and Lyly Rajala (Cod.) resignation from the Regional Assembly and elected new deputies to replace them for the remainder of their term of office. The City Regional Assembly has elected Regional Assemblylor Paula Himanen (Green) as an alternate member of Esa Aalto (Green), Regional Assemblylor Aino-Kaisa Manninen (Green) as an alternate member of Susa Vikeväkorva (Green) and Regional Assemblylor Marja-Leena Kemppanen (Kd.) as an alternate member of Jamal Awadi (Cod.).
- Oulu City Regional Assembly has granted Mari-Leena Talvitie (co.) resignation from the Northern Ostrobothnia Regional Assembly and elected Tanja Suomalainen (co.) as a new member of the Northern Ostrobothnia Regional Assembly for the remainder of her term of office, and granted Anna Koskela (then) resignation from the Northern Ostrobothnia Regional Assembly and elected Merja Rasinkangas (ps.) as a new member of the Northern Ostrobothnia Regional Assembly for the remainder of her term of office.
- Reisjärvi municipal Regional Assembly has granted Mikko Kinnunen (centre) resignation from the Regional Assembly. At its meeting on 11 December 2023, the Reisjärvi Municipal Regional Assembly has elected Sari Huuskonen (centre) as a new member of the Regional Assembly of Oulu Region and Arto Vähäsöyring (centre) as his deputy for the remainder of his term of office.
- The Utajärvi municipal Regional Assembly has granted Riikka Juntunen (ps.) a resignation from the deputy seat of the Northern Ostrobothnia Regional Assembly and elected Sanna Kauppinen (ps.) as a new deputy member of the Northern Ostrobothnia Regional Assembly for the remainder of her term of office.
Administrative Director Riitta Pitkänen retires
Before starting the meeting, the Regional Assembly remembered Administrative Director Riitta Pitkänen, who will retire on 1 September 2024.
