Adoption of the budget and action plan

At its meeting on Monday 11 December, the Regional Council approved the Regional Council of Northern Ostrobothnia's Economic and Operational Plan 2024-2026 and the budget 2024. The total budget for operating revenue is EUR 5 883 020. Operating costs amount to EUR 6 093 107, a decrease of 1,5 % compared to the previous year's budget.

Membership contributions have been increased by 3% compared to 2023. However, the increased municipal membership fee income is not sufficient to cover operating expenses, so the balance of the profit and loss account requires a change in the development fund, from which EUR 219 617 is recognised as revenue. The surplus/deficit for the financial year is EUR 0.

Funds transferred to the Development Fund

The Regional Council decided to transfer EUR 300 000 from the balance sheet surplus/deficit account to the Regional Council of North Ostrobothnia Development Fund, which is intended to support the implementation of projects of the Regional Council of North Ostrobothnia in accordance with the Regional Council's Treaty. In order to be able to act in accordance with the strategic objectives set and the operational objectives set for the coming years, the Federation must, in addition to the basic funding received from municipalities, obtain project funding for the implementation of its operations.

Amendments to the Rules of Procedure

The Regional Council approved amendments to the Administrative Regulation of the Regional Council of Northern Ostrobothnia. The matter became topical in terms of the organisation and management of the Association's office after the new regional director started his work on 1 September 2023. The Regional Director's contract outlines his/her work differently from before and it is therefore appropriate that he/she has his/her own support unit for key tasks. The Administrative Regulation specifies the duties of the Director of Administration and Human Resources. The title of the Director of Administration and Human Resources will be proposed to the Provincial Government to be changed to Director of Administration. It is also proposed to delete some redundant entries in the administrative provision relating to the decision-making on the presentation or the possibility of delegation.

Changes in members of the the Board of the Regional Assembly and Regional Assembly

Susa Vikeväkorva was granted a resignation from the deputy seat of the provincial government and elected Paula Himane as a new deputy member of the provincial government for the remainder of her term of office.
Oulu City Council has granted Merja Rasinkangas (PS) resignation from the Northern Ostrobothnia Regional Council and elected Anneli Näpä (Centre) as a new member of the Regional Council for the remainder of her term of office.
Oulu City Council has granted Jamal Awadi (cod.) resignation from the county council and elected Aino-Kaisa Manninen (Green) as a new member of the county council for the remainder of the term.
Siikajoki Municipal Council has granted Mikko Kinnunen (Centre) resignation and elected Keijo Mustonen (Centre) as a new member of the Regional Council of Northern Ostrobothnia for the remainder of his term of office.
Oulu City Council has granted Susa Vikeväkorva (Green) resignation from the Northern Ostrobothnia Regional Council and elected Heikki Kontturi (Green) as a new member of the Regional Council for the remainder of the term.
Oulu City Council has granted Niilo Heinonen (co.) resignation from the Northern Ostrobothnia Regional Council and elected Lyly Rajala (co.) as a new member of the Regional Council for the remainder of the term.

Report on the state of the provincial waters and migratory fish stocks

In December 2022, the provincial council adopted a measure initiative entitled ‘In the next period, the possibility of restoring the natural life cycle of migratory fish in the provincial waters will be explored’. A report on the initiative will be prepared in spring 2024. The report is based on the existing knowledge base on the state of the region's water bodies and migratory fish stocks. The survey covers the river systems considered to be the most important for migratory fish. In preparing the report, the expertise of the project manager of the Lohi Iijoki project will be utilised.
