Preparation of the EU's regional and structural policy and rural development programme for the 2021-2027 programming period
Päivi Keisanen, Development Manager at the Regional Assembly of Oulu Region, told about the preparation of the EU's regional and structural policy for the 2021-2027 programming period. A public consultation on the programme is being launched on the basis of the sixth draft programme. The target schedule for the start of the programme is likely to be postponed to autumn 2021. The Just Transition Fund (JTF) will be included as a separate priority in the funding programme currently under preparation for the 2021-2027 programming period.
Timo Lehtiniemi, Head of the Rural and Energy Unit at the Centre for Economic Development, Transport and the Environment for Northern Ostrobothnia, told about the current situation of the rural development programme. The preparation of the CAP27 regional rural development plan proceeds during the winter through surveys and focus group work. Sectoral experts and industry experts are invited to the design. Preliminarily, a Rural Forum2021 event is planned for spring 2021, which will bring the stakeholders together to fine-tune the plan. The plan will be submitted to the Ministry of Agriculture and Forestry on 31 May 2021.
Revising the performance agreement of the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia
Multiannual performance agreements have been drawn up for the Centres for Economic Development, Transport and the Environment for the 2020-2023 strategy period. The Centre for Economic Development, Transport and the Environment (ELY Centre) revises and updates the provisional performance targets for 2021-2023 presented in the performance target document in 2020 and adds the provisional performance targets for 2024. The performance agreement to be signed will agree on the performance targets for 2021. The performance agreement proposals will be reviewed between the steering parties and the ELY Centres in November-December, when the target levels of the performance targets will be agreed. Feedback is mainly given to the ELY Centres by written procedure.
Results of the project applications of the Centre for Economic Development, Transport and the Environment for Northern Ostrobothnia
The ELY Centre for Northern Ostrobothnia received 36 applications in the October 2020 call for projects, including three ERDF and 33 ESF applications. The total amount requested is EUR 9.9 million. 17 cross-regional applications were submitted, of which three were submitted as ERDF and 14 as ESF programmes. The total amount requested is EUR 5.3 million. In addition, two applications for the rural development programme and four applications for business subsidies were submitted in the October call for applications.
Four projects to be funded
