1. take note of the update of the risk report for the Natura 2000 network;
2. approve the responses to the public consultation for the first stage of the proposal;
3. re-submit the draft plan to the public in accordance in cooperation with Section 65 of the AKL/MRL, Section 12 of the MRA and Section 32 of the MRA;
4. authorise the Regional Planning and Competence area to carry out technical repairs before the plan proposal is made available to the public; and
5. Review this section at the meeting.

The the Board of the Regional Regional Assembly authorises the officials of the Regional Assembly of Oulu Region to finalise the statement in accordance in cooperation with the discussion.

Acquisition decision, construction of traps and smolt traps in Livojoki in 2025 and 2026
Region Mayor's proposal: The the Board of the Regional Regional Assembly decides that the Regional Assembly of Oulu Region will select Korpilaavu Oy as the implementer of the measure ‘Construction of the spear and trapping of smolts in Livojoki 2025 and 2026’. The total price of the procurement is EUR 67 500, VAT 0 %. The hourly rate for additional work to be agreed separately is 50 e/h, VAT 0 % and mileage allowance of 0.7 e/km, VAT 0 % (car) and 1,00 e/km, VAT 0 % (car + trailer). A separate procurement contract will be drawn up. The costs of the acquisition will be allocated to the Lohi Iijoki 2 project.

The North is the New Black

The new Government of the Regional Assembly of Oulu Region began its work at the end of November last year. The work list of the the Board of the Regional Regional Assembly has been filled in cooperation with the preparation of the regional plan for the energy and climate phase as well as interest representation work. Northern Ostrobothnia plays a key role in Finland's transition towards energy self-sufficiency. The increased construction of wind power and Europe's only ready-made nuclear plan at Hanhikivi offer solutions on the way to energy self-sufficiency and electrification of society. Our region currently produces about 40 per cent of all wind power in Finland. The rapid increase in energy prices caused by Russia’s war of aggression has boosted the pace of decoupling from the fossil economy. Finland is planned to be electric self-sufficient from 2023 to 2024. Increasing energy production brings in cooperation with it new branches of industry, such as the hydrogen economy, where there are huge opportunities for northern Finland. The new regional plan will enable an increase in energy production, but at the same time it will create rules for the heated industry. The the Board of the Regional Regional Assembly has prepared draftsmen especially for expropriation issues concerning transfer lines. Our will is that the energy that is produced in the region is also used here. Production must be socially acceptable. Together in cooperation with leading officials, the the Board of the Regional Regional Assembly has put national lobbying and EU Influencing under a magnifying glass. In the future, the Regional Regional Assembly will strengthen cooperation in cooperation with the representatives of the Oulu constituency. We offer expert support even more closely to the representatives of the constituency and our county, and we convey the message of the different stakeholders in the county to the representatives. For the European Union, the members of the the Board of the Regional Regional Assembly are networked in the work of the Conference of Peripheral Maritime Regions (CPMR) and its Baltic Sea Commission. Finnish forestry plays a key role in the transition from the fossil economy to the bioeconomy and the era of renewable raw materials. Speech by Matias Ojalehto, President of the the Board of the Regional Regional Assembly 2017-2021, at the Assembly on 4 October 2021

Welcome to the Assembly. Congratulations on the election success. Most of you will be elected Regional Assemblylors. Twelve and a half years ago I sat as a young representative at a similar meeting and now it's safe to retire when you see new faces in the hall. I don't usually give long opening speeches, but now it's been over a year and a half since I've been able to talk live to a larger group of people. A lot can happen in four years. That was the case during the previous Regional Assembly, and it will be the case during the next term. We were sure that the new counties and regional elections would have been held long ago. We were preparing multidisciplinary counties in good speed and in cooperation with good cooperation across party lines, but suddenly a couple of years ago came to a complete halt. Now the regional elections are knocking at the door, but the regional Regional Assemblys will continue to serve as at least from the foundations that are familiar for the time being. The Regional Regional Assembly remains responsible for regional development and spatial planning, such as tasks related to EU funding and regional planning. One of the most important tasks of the region is to act as the voice and guardian of the interests of the municipalities in the region and Northern Finland as a whole in national and EU-level decision-making. We just completed a major advocacy project when Minister of Economic Affairs What Lintilä made his decision regarding the national allocation criteria for structural funds. You cannot be completely satisfied in cooperation with the outcome, even though you can be in absolute euros - however, we do not lose money, which was a threat floating in the air throughout the process. The next major effort will be the investment programme for the fairway network. At the moment, it seems disastrous for Northern Finland. In fact, the actual investment programme does not support the Strategic Transport 12 plan in any way. There would be no major investment for us in the next ten years, in cooperation with the exception of the repair of the Oulu-Kontiomäki railway line. Based on the facts, we would have earned more infrastructure money to the north. There is a tremendous amount of work to be done to change this, and in this context, it is good to think about a strategy for how interest representation will be handled in the region in the future? Has the world changed so much that only in an extremely powerful and confrontational way can lobbying succeed? Policy making has become more superficial and the content is increasingly changing in the direction things look. In the past, the The Regional Regional Assembly has always strived for very factual justifications and proper working methods, but is there a change of strategy to be made here?
