Europan Urban Initiative (EUI) capacity building event in Oulu 19.-20.5.2026 and pre-webinar 28.4.2026
The EUI National Contact Point, in cooperation in cooperation with the City of Oulu and the Regional Assembly of Oulu Region, will organise a talent development event for Finnish cities in Oulu on 19-20 May 2026.
The theme of the event is the changed geopolitical situation in Finland and its effects on urban development. The aim is to strengthen the capacity of cities to adapt to changes in the business environment and to take advantage of new opportunities, especially in the fields of overall safety and strategic autonomy, in order to promote the competitiveness of cities.
The event is aimed at Innoka cities and all interested cities as well as key stakeholders. The event will also be attended by European peer cities and high-level representatives from the European Commission.
The event offers a wide range of high-level speakers, panel discussions, best practices from European cities, workshops and networking opportunities. In addition, the participants will be able to visit the top destinations of Oulu's innovation ecosystem - places where world-class 5G/6G‑ networks, smart healthcare, Arctic testing and future technologies are born. The aim of the event is to provide participants in cooperation with new insights and concrete tools for their own work. At the same time, the event strengthens cooperation and networks between Finnish and European cities. You can read more about the event on the event page.

Pre-event webinar on 28 April from 2.30 p.m. to 4.30 p.m. (Finnish time)
The webinar, which will be held in April, will serve as an introduction and preview of the event. Its aim is to open up the key themes of the event – overall security and strategic autonomy – and to examine the changed geopolitical situation in Finland. The webinar will include expert speeches by researchers and EU‑-level perspectives. In addition, European cities will present their own solutions and welcome participants to the main event in Oulu.
