Decisions of the Provincial Cooperation Group Secretariat

The Secretariat of the North Ostrobothnia Cooperation Group held a Teams meeting on 9 December 2020.

Preparation of the EU's regional and structural policy and rural development programme for the 2021-2027 programming period

Päivi Keisanen presented the state of play of the EU's regional and structural policy programming period 2021-2027 and the state of play of the preparations, and Tiina Suutar was briefed on the current state of play of the rural development programme. Suutari also presented new projects applied for under the EAFRD.

The Secretariat of the Provincial Cooperation Group supports the following projects to be funded under the Finnish Structural Funds Programme for Sustainable Growth and Jobs 2014-2020:

Printable intelligence as an enabler of a safe food chain
Principal applicant: University of Oulu
The project measures are divided into work packages as follows:

  1. Design, manufacture and testing of structural electronics (OY, VTT and OAMK)
  2. Verification of microbiological performance of photoactive coating (Luke)
  3. Case-specific demonstration (OY, VTT, OAMK, Luke)
  4. Building and raising awareness of food safety and the food production ecosystem as part of the PrintoCent business cluster
  5. Project Management and Reporting (OY)

The project has been co-financed by Flexbright Oy, Greenercell Oy, Aikolon Oy, Pilkington, PrintoCent Board, Dai Nippon Printing and the City of Oulu

The secretariat of the regional cooperation group met on 12 November 2020 in Oulu for a hybrid meeting. Päivi Keisanen from the Regional Council of Northern Ostrobothnia informed the secretariat about the preparation of the EU's regional and structural policy for the 2021-2027 programming period and Timo Lehtiniemi from the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia about the current situation of the rural programme. The results of the project applications of the North Ostrobothnia ELY Centre In the October 2020 project application round, 36 applications were submitted to the North Ostrobothnia ELY Centre, including three ERDF and 33 ESF applications. The total amount requested is EUR 9.9 million. 17 cross-regional applications were submitted, of which three were submitted as ERDF and 14 as ESF programmes. The total amount requested is EUR 5.3 million. From the COVID-19 recovery package, funding for regional development The Government allocates the re-budgeted allocation powers of the European Regional Development Fund, the European Union and the State's financial contribution, approved in an amending budget, to be used for measures under the Finnish Structural Funds Programme for Sustainable Growth and Jobs 2014-2020. The funding allocated is part of the COVID-19 recovery package for regional development. Funding will be targeted at reviving the weakened regional economy and employment as a result of the COVID-19 crisis, as well as at creating new growth. In addition, the Regional Council of Northern Ostrobothnia was granted AKKE funding of EUR 1 190 000. An application for EU funding is underway from the Centre for Economic Development, Transport and the Environment (ELY Centre) for business development and from the Regional Council of Northern Ostrobothnia for structural fund projects under the coronavirus action plan. There is an ongoing application period for ERDF business support granted through the ELY Centre. In addition, micro and small enterprises will be granted funding to develop their internationalisation capacity. The Regional Council of Northern Ostrobothnia is organising a targeted call for applications for the Finnish Structural Funds programme Sustainable Growth and Jobs 2014-2020. Applications must meet the objectives and measures of the Northern Ostrobothnia coronavirus action plan and the European Regional Development Fund. As a general rule, aid for an individual project shall not exceed EUR 400 000, but shall not exceed 70 % of the total cost. The implementation period of the project must end by 31 December 2022. The secretariat of the Provincial Cooperation Group will meet in the spring of 2021 as follows: 27.1., 24.2., 25.3., 22.4., 26.5. and 23.6.2021.
