Four Employment Areas in Northern Ostrobothnia
There will be four employment areas in Northern Ostrobothnia - the Government confirmed the areas
As of the beginning of 2025, there will be 45 employment areas in Finland. Municipalities and associations of municipalities
the cooperation areas have already informed the Ministry of Economic Affairs and Employment of how they intend to organise:
services. The Government confirmed the regions on Thursday 22 February.
Responsibility for organising public employment services shifts from state employment and economic development offices to municipalities and municipalities
the areas of cooperation formed on 1 January 2025. In addition, some of the ELY Centre's services will be transferred to municipalities.
The municipalities of Northern Ostrobothnia have agreed on areas for cooperation or employment. There are four areas
Employment area: Employment regions of Oulu, Raahe and Ylivieska-Kalajoki-Nivala. In addition, Kuusamo and Taivalkoski join
the Kainuu-Koillismaa employment area.
Oulu, Raahe, Ylivieska and Kajaani are responsible for organising the services. Local authorities in the regions will acquire
the employment services they need from the organisers. The state compensates municipalities for employment management and
unemployment benefits on an imputed basis.
Employment regions in Northern Ostrobothnia are currently planning to organise the production of employment services in municipalities
in cooperation with.
"Employment regions will make use of the business know-how of municipal business services and the expertise of educational institutions
development services", says Jouni Korhonen from the Regional Council of Northern Ostrobothnia.
Employment services networks continue to include the services of the wellbeing services county, KELA and other actors. All
services are needed in the constantly changing labour market, taking into account the equal provision of employment services
availability.
The transfer of employment services to employment areas is a significant change in Northern Ostrobothnia. Transfer to municipal service
about 300 employees and about 100 tasks belonging to different employment authorities will be transferred at the same time. Northern Ostrobothnia
Employment and Economic Development Office and Centre for Economic Development, Transport and the Environment to start co-operation negotiations soon for the transfer of employees
employment areas.
The Regional Council of Northern Ostrobothnia supports the municipalities of the region in preparing for the employment service reform by organizing:
municipality-specific expert services for assessing the impacts of municipal finances, agreements between municipalities, and
implementation of service strategies and service design.
