Development picture of the Oulu region 2030+
The preparation of the Oulu region's development picture 2030+ has started. The aim is to seek, through active dialogue, a common municipal policy and the goal of a sustainable urban structure and transport system serving the entire region, as well as a vibrant region. The development picture of the Oulu region 2030+ has been included in the land use, housing and transport agreement (MAL) between the state and the municipalities of the Oulu region, which was approved in the autumn. The development picture will be completed by the end of 2021.
The development picture is a vision-level goal plan that creates a future image of the Oulu region. The main themes are land use and housing, logistics and transport, services and livelihoods, as well as tourism and recreation from a regional perspective. The cross-cutting perspectives include low-carbon and sustainable solutions, as well as cooperation. Through these, the work will consider what is a shared regional vision, development goals and strategic and concrete measures by 2040. The thesis prepares alternative future scenarios and assesses their impacts from the point of view of, for example, the urban structure and climate impacts.
"The Oulu region development picture 2030+ enables municipalities in the region to work together to implement concrete investments and development measures related to housing, transport, town and country planning and improving the conditions for business. We need a common goal of what to do, when to do it and what it costs. The development picture also allows us to involve the state in the implementation and financing of projects," says Mayor Päivi Laajalla.
"In this work, it is essential to find a common will for major land use and traffic policies in the Oulu region, so that the attractiveness of the whole area will develop and we will be able to cope with the competition between large urban areas also in the future. It is also important to maintain sufficient concreteness and pragmatism in "visions" in order to genuinely engage with them in the region and achieve impact", emphasises Tuomas Lohi, Mayor of Kempele.
The development picture is drawn up in interaction with, for example, the municipalities of the Oulu region, the Regional Council of Northern Ostrobothnia and the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia, representatives of business and industry, and the MAL agreement with partners. Three workshops will be organised during the work and the progress of the work will be communicated at different stages.
The development picture is funded and directed by the municipalities of the Oulu region, the Regional Council of Northern Ostrobothnia and the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia, and WSP Finland Oy acts as an expert consultant in the process.
