The updated transport system plan makes the objectives and needs of Northern Ostrobothnia visible
The Northern Ostrobothnia Transport System Plan 2040 has been updated. The Government of Northern Ostrobothnia approved the updated transport system plan for the region at a meeting on 14 October. The Regional Assembly of Oulu Region and the Centre for Economic Development, Transport and the Environment of Northern Ostrobothnia were responsible for the update. The work was carried out during 2024 in cooperation in cooperation in cooperation with the municipalities of the region and the regional stakeholders.
The regional transport system plan includes a shared vision and willingness of the stakeholders in the region to develop the regional transport system. The plan presents the vision, objectives and policies, as well as the measures to be taken to make the region's transport system more efficient, safe and sustainable.
The regional transport system plan is used to support the interest representation of the region. Regional plans play an important role in communicating the needs of the region, both in national planning and decision-making. In addition, the plan aims to guide the development of individual municipalities based on their own decision-making.

The new plan aims to respond to these changes and also highlight issues that are important to our county in national decision-making, such as developing land connections to Sweden and enabling business investments," says the regional engineer responsible for the planning work. The role of the North is highlighted in the plan
The transport system plan has dealt in cooperation in cooperation with both regional specificities from the point of view of the transport system, as well as changes in the region's business environment and foreseeable future prospects in both the short and long term.
The plan emphasises the development of Finland's competitiveness and, in particular, cross-border cooperation in the Bothnian Bay. They also highlight building capacity for green transition projects and responding to resource wisdom, emissions and biodiversity targets. Securing the mobility and transport needs of different user groups is also emphasised in the plan, in cooperation in cooperation with an emphasis on the accessibility of regional centres and the needs of business and industry.
The plan consists of four themes of the programme, which specify the objectives:
- A stronger northern part of the European transport network
- The transport system supports the competitiveness of the economy and a balanced regional structure
- The transport system enables safe and sustainable mobility under normal conditions and maintains its ability to function even in exceptional circumstances.
- The transport system enables sustainable travel chains both for commuting and for reaching the main tourist centres.
The key measures of the transport system plan are grouped by priority axis. The key measures emphasise the development of TEN-T core and comprehensive network routes and ports in Northern Ostrobothnia. The proposed measures have been coordinated in cooperation in cooperation with the Northern Finland transport strategy completed this year, the land use, housing and transport agreement between the municipalities of the Oulu region and the state, and the Perämerenkaari traffic vision completed last year. In addition, the key measures have been linked to the national 12-year transport system plan and its objectives.
The implementation of the transport system plan is guided by the Northern Ostrobothnia Transport System Task Force. The working group includes representatives from key stakeholders in the region, and the Regional Assembly of Oulu Region chairs the working group.
