Meeting newsletter of the secretariat of the regional Cooperation Group

The secretariat of the North Ostrobothnia Regional Cooperation Group met in Oulu on 27 April 2022. At the meeting, Ilpo Tapaninen from the Regional Council of Northern Ostrobothnia presented the Regional Programme for Northern Ostrobothnia 2022-2025. Timo Lehtiniemi from the ELY Centre for Northern Ostrobothnia presented EAFRD statistics for 2021 and the agricultural security of supply package.

Codes to be used in project financing
The development themes and priorities of the Regional Programme for Northern Ostrobothnia 2022-2025 and the Smart Specialisation Strategy 2021-2024 have been broken down into code-codes for the organisation of monitoring.

Current state of play of the Renewable and Skilled Finland 2021-2027 programme
Päivi Keisanen, Development Manager at the Regional Council of Northern Ostrobothnia, told about current issues related to the Renewable and Skilled Finland 2021-2027 programme and the JTF. The adoption of the Renewable and Skilled Finland 2021-2027 programme by the European Commission is expected on 12 May for the European Regional Development Fund and the European Social Fund. by the opening ceremony in 2022.  The opening of the EURA 2021 programme will be confirmed in the near future. The Do No Significant Harm (DNSH) evaluation has been added as a general selection criterion for European Regional Development Fund (ERDF) transport infrastructure projects under Priority Axis 3 and business development grants.  The JTF Just Transition Plans are being discussed by the European Commission. Feedback is expected at the turn of April/May. Feedback is also expected on the eligibility of terminal investments.The conditions for smart specialisation were not submitted to the European Commission until early April.

Project calls to be launched
The project application process of the Regional Council of Northern Ostrobothnia will open as soon as the EURA 2021 system makes it possible. Expected opening in early May. The Centre for Economic Development, Transport and the Environment for North Ostrobothnia, together with the Centre for Economic Development, Transport and the Environment for South Savo, has planned to apply for business networked operating environment development grants for September-October 2022. At the same time, normal applications for development grants would be opened.

The South Savo Centre for Economic Development, Transport and the Environment has opened a call for applications under the National Innovation and Reference Networks (ERDF) theme. There is an opportunity to apply for preparatory projects related to renewable manufacturing industry, well-being and health, as well as sustainable and smart living environments. The theme will create better capacity for regional RDI actors to build large and effective project portfolios and cooperation networks, which will also be able to take advantage of competitive EU funding instruments such as the European Horizon and Digital Europe programmes.

Northern Ostrobothnia ELY Centre's project application results
At the end of March, six REACT-EU applications targeting the ESF specific objectives were submitted to Northern Ostrobothnia. Applications for support amounted to more than EUR 1.1 million.
