Comprehensive security and security of supply - Topical themes highlighted in the implementation plan for the regional programme for Northern Ostrobothnia

An implementation plan is currently being prepared for the Regional Programme for Northern Ostrobothnia. The theme of the plan is overall safety and security of supply. The themes are examined from the point of view of regional development.

– Changes in the business environment and geopolitics have highlighted the need to also identify regional development measures to promote overall security. This may mean, for example, RDI measures in areas such as cyber security, environmental technologies or health technology, says the Development Manager in charge of the implementation plan Päivi Keisanen Regional Assembly of Oulu Region.

The broad themes of the implementation plan include industrial policy and energy production. The logistical objectives for air traffic and double track, which have already been discussed, are also included in the plan. Changes in the security situation and Finland's NATO membership open up new opportunities and needs for RDI activities.

– The role of individuals in regional development cannot be overlooked either. The regional programme focuses, for example, on supporting children, young people and families, as well as on the prevention of mental health problems. From the point of view of overall security, the livelihoods of the population and resilience to change play an important role. It is important that those living here have faith in the future and the opportunities of the North to live, live and work.

In the preparation of the implementation plan, the Regional Assembly of Oulu Region is supported by Owal Group Oy, which has been selected through competitive tendering.

Owal Group has interviewed leading experts in the region and collects background information for the implementation plan through a survey. The questionnaire has been sent to 200 stakeholders.

– We hope that we will respond to the survey extensively so that we can identify concrete developments in different themes and promote them in cooperation with the available development funding and other means of regional development, Päivi Keisanen hopes.

The implementation plan is expected to be completed in November 2023. The ready-made plan will be used to direct funding and measures for regional development.
