Culture offers a bold approach to development and rude and original spending - Northern Ostrobothnia Culture Development Programme 2022-2030 published

“Culture is part of the good life of the people of Northern Ostrobothnia. It is a central part of the activities of the county, its municipalities and communities, as well as the appeal and vitality of the region. Culture is a resource for development. Collaboration is the power of development.”

This is the main message of the recently published Northern Ostrobothnia Culture Development Programme 2022-2030. Northern Ostrobothnia wants to be a ten-stream cultural region that resembles its regions, where people are rooted and want to settle down elsewhere. In the region, culture is at the heart of people as well as at the heart of development work.

The appeal offered by culture, business opportunities and versatile resources for solving various societal challenges can be utilized effectively. It requires an appreciation of culture and an understanding of impact. Culture needs to be discussed and discussed. Cultural activities must have resources that are broadly effective.

"Culture is and should be seen as a driver of development. In accordance in cooperation with the programme's values, this requires a bold approach and even a rude, original approach. Culture needs to be promoted more. This is done by one's own strength, by one's own doing, as it is written in the vision of the programme", says Jussi Ylitalo, President of the Regional Board of Northern Ostrobothnia.

Regional cooperation in the field of culture is one of its own strengths. An example of this is the cultural well-being network POPkulta, which is coordinated by the Regional Assembly of Oulu Region and works closely in cooperation with the region's wellbeing region. During its four years of operation, it has raised awareness of the well-being effects of culture and participated in building new ways of working that utilise culture and art to promote well-being and health. Own strength is also needed in the implementation of the Oulu2026 Capital of Culture year. For its part, the cultural development programme provides the prerequisites for this.

The cultural development programme is implemented extensively, for example, in municipal activities and through projects. One such is the Cultural Cell, implemented by the Regional Assembly of Oulu Region together in cooperation with municipalities: Collaboration and impact in cultural services project. During 2022-2023, it will carry out a regional development task in the region in accordance in cooperation with the Act on Municipal Cultural Activities, for which funding will come from the Ministry of Education and Culture.

The cultural development programme is aimed at the municipalities of the region, cultural stakeholders and those involved in the development of the sector. They have also been involved in the preparation of the programme at various stages.
