Dear Northern Ostrobothnians, honourable guests, as a citizen of Oulu and a citizen of Northern Ostrobothnia, I have taken the opportunity to greet the 90-year-old Regional Regional Assembly of Northern Ostrobothnia. Honour feels very special, because for me the union has been an important way of getting to know not only regional decision-making, but also regional cooperation and one's own roots even more strongly. This year, the Barents Cultural Scholarship was awarded to the Artists' Regional Regional Assembly of Lapland in Finland. For 30 years, the Regional Regional Assembly has engaged in active cultural cooperation in the Barents region by, among other things, producing international exhibitions, promoting the circulation of exhibitions and works, strengthening the networking and working opportunities of artists, and bringing high-quality art close to the inhabitants of its region.
